Job Description Summary
Under limited supervision, the Procurement Manager 1 Solicitations (PM1S) serves as the Buyer specializing in the development of solicitations with MUSC University stakeholders (colleges and departments) for the acquisition of goods, services and/or information technology at the most advantageous value within the guidelines of the Consolidated Procurement Code, regulations, and MUSC operating policies and procedures. This remote position requires residence within driving distance of the MUSC main campus for on‑site meetings, including pre‑proposal conferences, site visits, and other in‑person engagements as required.

Position PurposeThe Procurement Manager 1‑Solicitations (PM1S) supports sourcing requests for goods, services and/or information technology needed by MUSC University’s stakeholders. The role ensures that sourcing requests are processed within the requirements of the South Carolina Consolidated Procurement Code & Regulations (SCCPCR), in a timely manner and appropriately to ensure acceptable service delivery and compliance. The buyer is responsible for managing all sourcing requests beginning with the initial submittal, guiding the stakeholder through the solicitation workflow, supporting all aspects of the process to acquire goods and/or services that require competitive sourcing.
The PM1S may help address and resolve supplier and/or contract issues, answer departmental and supplier questions, provide additional information as needed and elevate issues to management. The PM1S is expected to act as a mentor to the Procurement Specialist I, II and Procurement Manager I in Business Operations. They regularly update job knowledge and skills by participating in educational development opportunities.
Often the PM1S works independently, receiving guidelines and direction from the Manager, Solicitations & Compliance and/or the Solicitations Manager, facilitating solicitations as assigned across the University, and collaborating with others in University Procurement and across MUSC University.
The PM1S assists and evaluates responses to procurements and selected solicitations to ensure that all purchases and offers are responsive and responsible. The role coordinates with end‑user departments, other buyers supporting the department, and the SC State Procurement Office to develop and award appropriate contracts based on source‑selection method, ensuring awards are compliant with SCCPCR and MUSC policy.
The PM1S may collaborate with needed resources for larger‑scale purchases, assist in guiding end users through the sourcing process, engage in negotiations on contract terms and review final contract documents. The PM1S may be responsible for ongoing contract administration by working with stakeholders and suppliers to ensure contractors fulfill contractual obligations.
Job Duties- 35% – The PM1S works with University stakeholders to develop solicitation documents including scopes of work, instructions to offerors, technical and functional specifications/statements of work, qualifications, award criteria, terms and conditions, bidding schedules and all necessary attachments in accordance with rules, regulations and provisions of the SCCPCR. The PM1S directs and conducts the sourcing/procurement process, ensuring proper source‑selection methodology is used.
- 30% – Utilizing the online eProcurement System, apply knowledge of procurement practices and conduct market analysis to process routine to complex moderate purchases/solicitations via the University’s ERP (Workday), ensuring adherence to state and federal statutes. Conducts risk assessment to determine the appropriate strategic sourcing method and applies the proper reporting classification as established by SCCPCR and MUSC policy.
