Workforce Planning Analyst
Work Structure: Remote, Contract
The Workforce Planning Analyst is an independent subcontractor who provides expertise in assessing staffing models, workforce capacity, and organizational structure for public sector and community‑serving agencies. The Workforce Planning Analyst supports the development of strategies that build long‑term workforce sustainability, clarifies roles and responsibilities, enhances the employee experience, and strengthens employee retention.
Work under this subcontract will begin only upon contract award and issuance of the official notice to proceed.
Key Responsibilities- Partner with project team and the client’s departments to align hiring needs and plans with organizational growth, development, and overall goals
- Develop surveys and interview outlines to conduct assessments of current staff, workforce structure, job functions, hiring processes, workload distribution, to identify inefficiencies and opportunities for improvement
- Assess whether the organization’s staffing structure and job responsibilities are sufficient and adequate for meeting programs and services demands or requirements
- Analyze data to identify general staffing trends, turnover trends, and retention challenges, to identify strategies to improve employee retention and develop solutions related to hiring practices, employee experience, and its relativity to organizational operations and overall success
- Develop hiring and staffing plans that align with long‑term organizational growth
- May collaborate with the Research & Evaluation Analyst to develop workforce assessments, analyze results, make data‑driven recommendations on long‑term staffing strategies, and develop reports to communicate assessment outcomes and organizational strategy
- Assist with developing strategies for ongoing assessments and continuous improvement in employee relations toward the ultimate goal of employee satisfaction and employee retention
- Develop reports to communicate research findings, predictions, and improvement processes
- Maintains clear, professional communication with key stakeholders
- May be expected to attend client meetings
- Work with minimal supervision
- Additional related tasks may be assigned
- Understanding of cross‑functional and cross‑team collaboration
- Knowledge of developing and analyzing surveys
- Ability to analyze and optimize resource allocation
- Ability to produce raw, but clean and organized data sets excluding employee‑identifying information
- Ability to meet deadlines
- Ability to multi‑task
- Experience using Microsoft and Google programs, such as Word, PowerPoint, Excel, Google Docs and Google Sheets
- Experience with Adobe programs
- 3+ years of experience in a similar position
- Experience with governmental agencies
- Experience with data analyst and reporting software
- Experience with HRIS systems and Applicant Tracking Systems (ATS)
- Experience with survey development tools
- Experience in forecasting, analytics, organizational development, capacity planning, workforce development, HR consulting, or public‑sector staffing analysis
- Strong understanding of workforce planning frameworks
- Ability to synthesize qualitative and quantitative data into clear, actionable recommendations
- Skilled in communicating with diverse stakeholders across all levels of an organization
- Professional communication skills
- Ability to receive feedback gracefully
- Understanding of how to apply feedback effectively
- Courage to ask questions when unsure
- Experience using Microsoft Office tools such as Word, PowerPoint, and Excel
