BVA Bears IT Solutions is seeking Senior Procurement Advisor for both MD area as well as PA area. These positions are full-time, remote role with travel to other Government or Contractor facilities as required in PA and MD. The average workday is 8 hours and the window in which those 8 hours may be scheduled is between 6:00am hours and 6:00pm hours eastern time, Monday through Friday except for Government Holidays with the core hours (9am to 3pm) being covered.
The Senior Procurement Advisor brings CPO‑level expertise to guide all technical, operational, and organizational aspects of the City’s Procurement Transformation Initiative. This role leads procurement-specific analysis—including Current State review, benchmarking validation, future‑state operating model design, governance frameworks, performance measurement, and structural recommendations. Serving as the project’s chief procurement subject‑matter expert, the Senior Procurement Advisor ensures all recommendations are practical, compliant, industry‑aligned, and tailored to the City’s environment.

- Deep expertise in procurement transformation, centralized models, and governance design.
- Experience in complex or decentralized public‑sector environments.

- Experience with municipal procurement modernization initiatives.
- Familiarity with Philadelphia procurement policies and operating context.
