Position: Business Relationship Consultant (Federal / SLED, RFP / Capture) – Remote

Business Development Consultant – Government Contracts, RFP, Capture (Remote)

Human Potential Consultants (HPC) is hiring a Business Development Consultant to drive growth across Federal and SLED (State, Local, and Education) markets.

This role combines early‑stage business development, capture strategy, and RFP/RFQ/proposal execution. It demands a proactive “hunter” able to build pipeline from scratch, influence deals before formal RFPs, and position HPC to win long‑term contracts.

Key Responsibilities
  • Business Development & Pipeline Creation (Federal /SLED /Commercial)
    • Identify and develop new contract opportunities across:
      • Federal agencies
      • State and local government
      • Education markets
    • Build and maintain a 3–5x pipeline coverage of qualified opportunities
    • Proactively source opportunities before RFP release
  • Capture Strategy & Pre‑RFP Engagement
    • Engage agencies, partners, and stakeholders early in the procurement cycle
    • Influence opportunities at the Pre‑RFP and RFI stages
    • Position HPC solutions around mission outcomes and agency needs
  • RFP / RFQ / Proposal Management
    • Lead or support submission of site visits, RFPs, RFQs, and RFI responses
    • Ensure all submissions are compliant, accurate, complete, and submitted on time
  • Partnership & Relationship Development
    • Build relationships with government stakeholders, teaming partners, and subcontractors
    • Support long‑term growth through strategic partnerships
  • Process & Systems
    • Develop repeatable workflows for opportunity sourcing, capture management, and proposal submission
    • Track pipeline performance, win rates, and deal progression
Qualifications
  • 3+ years experience in business development, capture management, government contracting, and RFP/RFQ/bid processes
  • Strong understanding of Federal and/or SLED procurement processes, RFP/RFQ/RFI workflows, and commercial business development
  • Proven ability to build pipeline, identify opportunities early, and manage multiple deadlines
  • Excellent written and verbal communication skills
  • Ability to work independently in a remote environment
Preferred
  • Experience with SAM.gov and government procurement platforms
  • Experience in Federal, SLED, or Commercial business development strategies and projects
  • Background in staffing, operations, or government services
  • Familiarity with CRM systems and pipeline tracking tools
  • Exposure to AI/ML, cloud, or advanced technology solutions
