Organizational Development and Change Management Consultant

The Organizational Development and Change Management Consultant is an independent subcontractor who is responsible for supporting organizational effectiveness by assessing structures, workflows, and processes and developing practical recommendations to improve efficiency and service delivery. For employee engagement projects, this role operates as an Internal Change Communications Specialist, leading the development of clear, transparent, and trust-building communications between leadership and employees throughout the assessment process.

Work under this subcontract will begin only upon contract award and issuance of the official notice to proceed.

Key Responsibilities

  • Management of large-scale public sector projects
  • Partner with project team to align the development of recommendations with the client’s vision and project goals
  • Review and assess the current organizational structure across departments
  • Evaluate internal processes, workflows, and service delivery models
  • Identify inefficiencies, duplication of effort, and misalignment with organizational mandates
  • Analyze how structure, roles, and workflows support or hinder effectiveness
  • Collaborate with the Workforce Planning Analyst on staffing and workload analysis
  • Develop recommendations for:
    Hierarchical, functional, and divisional structures
  • Improved interdepartmental coordination
  • Process and workflow efficiencies
  • Alignment of roles with strategic priorities and service demands
  • Support staff interviews, surveys, and stakeholder engagement activities, as needed
  • Contribute to written findings and recommendations in the Organizational Review
  • Maintain clear, professional communication with key stakeholders
  • Expected to attend client meetings
  • Work with minimal supervision
  • Additional related tasks may be assigned

Skills Needed

  • Ability to participate on large-scale public sector projects

  • Understanding of cross-functional and cross-team collaboration
  • Knowledge of developing and analyzing surveys, timelines, and documentation
  • Ability to analyze and optimize resource allocation
  • Ability to meet deadlines
  • Ability to multi-task
  • Experience or familiarity with collaborative work spaces such as Google Workspace and SharePoint, and project management tools such as Asana, , Jira, etc.
  • Experience using Microsoft and Google programs, such as Word, PowerPoint, Excel, Google Docs and Google Sheets

Qualifications

  • 3+ years experience in a similar position, OR
  • Education in related area, professional change management certification, or proven success in a related role for more than one year
  • Ability to participate on large-scale public sector projects
  • Experience with governmental agencies and/or nonprofit organizations
  • Experience or familiarity with collaborative work spaces such as Google Workspace and SharePoint, etc.
  • Experience using Microsoft and Google programs, such as Word, PowerPoint, Excel, Google Docs and Google Sheets
  • Skilled in communicating with diverse stakeholders across all levels of an organization
  • Professional communication skills
  • Ability to receive feedback gracefully
  • Understanding of how to apply feedback effectively
  • Courage to ask questions when unsure
