Overview

The Colorado Intergovernmental Risk Sharing Agency (CIRSA), based in Denver, Colorado, is seeking a highly organized, detail-oriented professional who possesses member engagement and insurance industry experience, ideally in the self‑insurance pooling sector.

CIRSA is a self‑insurance pool that specializes in providing property/liability and workers’ compensation coverage and risk management services for municipalities and affiliated public entities across the state of Colorado.

CIRSA is a forward‑thinking employer that values strong work/life balance. This is a hybrid position. Occasional office presence in Denver is required, as is travel across Colorado (approx. 40%). The position allows working from home or from the Denver office.

Communications & Engagement Manager

Supervisory role: none

Responsibilities
  • Recruit New Members: collaborate with the Communications & Engagement Manager and underwriting/finance teams to research and outreach to potential new members, assist them with applications and documentation, coordinate with in‑house General Counsel to confirm eligibility, monitor Bid Net for RFPs, coordinate submissions, and recruit non‑member entities for CIRSA’s à la carte risk management services.
  • Member Retention

    Activities:

    work with the Communications & Engagement Manager to identify, develop, and implement retention activities to achieve full member retention and high member satisfaction; monitor developments that indicate need for retention efforts and develop plans to mitigate risks.
  • Member Visits: conduct in‑person or virtual visits to members, communicate coverage and rating changes, introduce new programs, verify contact information, and address detailed policy and coverage questions for members throughout Colorado.
  • Data Entry: maintain CIRSA’s database (Origami Risk) and process members’ access requests to the website and claims portal.
  • Risk Management Content: apply insights from member visits, industry research, and events to collaborate with Risk Management professionals on content for events, webinars, email campaigns, newsletters, and blogs.
  • Attendance at CIRSA Risk Management Events: travel to regional seminars and safety courses hosted or sponsored by CIRSA to communicate offerings and benefits to members and potential members.
Qualifications
  • 3–4 years of experience in public entity pooling, insurance underwriting, risk management, municipal safety, or a related field.
  • Strong oral and written communication skills, including proper English usage, editing, spelling, grammar, and writing style.
  • Experience with government RFP and procurement processes and proposal submissions (a plus).
  • Advanced knowledge of underwriting and risk management principles.
  • Strong analytical skills, ability to translate financial, actuarial, and coverage data into layperson terms and presentation materials.
  • Creativity and adaptability.
  • Associate in Risk Management (ARM) (a plus).
  • Knowledge of Adobe Creative Suite or Canva (a plus) for promotional materials.
  • Proficiency with MS Office, Origami Risk, and DOMO (a plus).
  • Valid driver’s license, as travel to up to 40% of the role is required.
  • Ability to lift 40 pounds.

Hiring Range

$84,059 to $105,074 annually, depending on qualifications. The position qualifies for a company‑leased vehicle due to travel expectations.
