WA Cares Fund Data and Outcomes ManagerJoin the WA Cares Fund team within the Home and Community Living Administration (HCLA) to help develop the nation’s first social insurance program for long‑term care. This unique opportunity supports Washington State’s leadership in long‑term care policy and insurance coverage for all working Washingtonians. Your work will partner with the Department of Social and Health Services to design and implement this groundbreaking program and help Washingtonians understand their new benefits.
Official workstation is in Lacey and offers flexible hybrid remote work. You can be based anywhere in Washington State; occasional travel may be required.
ResponsibilitiesAs Data and Outcomes Manager, you will play a central role in strategic planning and data development. You will lead the creation of highly complex, first‑of‑their‑kind cross‑agency reports that integrate data from the Employment Security Department, Health Care Authority, Office of the State Actuary, and State Investment Board. Your work will drive the development and validation of new reporting tools, monitor key outcomes and indicators of success, and surface emerging risks and areas of concern.
You will collaborate closely with the Office of the State Actuary and DSHS Research and Data Analysis to conduct advanced research, statistical analysis, and scientific inquiry to investigate complex issues and develop data‑driven solutions. You will prepare narrative reports, visualizations, and presentations including graphs and charts to communicate program outcomes to diverse audiences such as the state legislature, business partners, and program oversight bodies.
As a key subject matter expert, you will provide leadership with research, consultation, and actionable insights that directly inform high‑impact decisions.
- Develop and maintain internal and cross‑agency data requirements necessary to produce program reports and dashboards for the LTSS Trust Commission.
- Review and provide feedback on actuarial models and reports, influencing policy development and strategic questions about program design options.
- Identify relevant data source indicators, develop agreements across agencies, and evaluate and define data elements to support timely collection and accurate interpretation of data.
- Research and design reports addressing equity and inclusion in benefits, accessibility, and program design to overcome language and accessibility barriers.
- Capture and analyze data to create detailed reports, visualizations, and narratives with actionable recommendations.
- Transform data into readable, goal‑driven statistical and narrative reports for executive leadership, stakeholders, and the public.
- Interpret data from software technologies and provide expert advice and consultation on data interpretation.
- Respond to reporting needs and ad‑hoc data requests from the WA Cares Fund program, management, the legislature, and key partners.
- Develop narrative reports, graphs, and charts that guide decision‑making and inform executive leadership, stakeholders, elected officials, and program governance bodies.
Education
Master’s degree or higher in an analytical field such as statistics, economics, finance, science, mathematics, or a related field. Additional business data analytics experience may substitute years for the degree.
Experience
A minimum of five years of progressively responsible experience demonstrating:
- Identify, collect, and analyze data, create and review reports, and communicate results and risks to senior management.
- Work well with a diverse range of stakeholders, including elected officials, state agencies, local governments, tribal leaders, community organizations, and advocacy groups.
- Develop clear goals and targets and track the organization’s performance and progress.
- Manage projects from start to finish, including scheduling, delegating tasks, managing risks and issues, and keeping sponsors and stakeholders engaged and informed.
