Technical Manager, Regulatory Engagement – Gas Distribution

• Monitor regulatory changes and assess impact on the organization.
• Review, interpret and document updated regulatory requirements and advise senior leadership.
• Participate in industry forums to monitor and provide guidance on regulatory rule makings, enforcement issues, and concerns impacting the gas distribution industry.
• Maintain comprehensive knowledge of regulatory requirements, including advisory bulletins, FAQs, interpretations, enforcement guidance, and actions.
• Develop and implement regulatory strategic initiatives in collaboration with other business units.
• Adjust pipeline compliance programs, policies, and procedures and collaborate with cross-functional teams to integrate compliance requirements.
• Support state and federal audits and assessments as subject-matter expert and prepare and respond to regulatory requests from PHMSA and state regulators.
• Educate employees on compliance requirements, best practices, and the importance of maintaining regulatory standards.

Required Qualifications

• University/College degree in Engineering, Science, Public Policy, Business, or related field.
• Related university degree and eight-plus years’ experience, or ten-plus years of prior field operations experience, or equivalent mix of formal education and experience.
• Strong knowledge of DOT, pipeline safety regulations, and industry standards.
• Expertise in risk, compliance frameworks, and regulatory interpretation.
• Experience leading audits, inspections, and incident investigations with a focus on continuous improvement.
• Strong business acumen and ability to assess and communicate regulatory impacts.
• Proven leadership, project management, and ability to manage multiple priorities in fast-paced environments.

Preferred

• Strong understanding of operations environments with a strategic mindset.
• Excellent communication and presentation skills; able to influence across all levels.
• Proven ability to drive process improvements, manage projects, and deliver results.
• Collaborative team player with strong interpersonal skills.

Frequent travel to pipeline facilities and regulatory agencies may be required. Moderate to high stress level environment, high risk exposure if data supplied for end users is incorrect. Office environment requires confidentiality and handling of sensitive issues. Customer-driven environment with frequent interruptions and multiple stakeholders. High accuracy required. Physical requirements include grasping, kneeling, light-to-moderate lifting (up to 20 lbs), reaching above shoulder, repetitive motion, typing, sitting, standing, visual and hearing requirements.

Mental requirements include understanding and applying instructions, complex problem solving, organizing work, making decisions with moderate impact, following guidelines, and effective communication.

Ranges from $135,100 to $170,000 USD for U.S. locations based upon candidate’s experience, skills, and internal equity.
