Koniag Professional Services, LLC, a Koniag Government Services company, is seeking a Senior SBIR Program Analyst to support KPS and our government customer in Washington, DC. The position is hybrid, will require 3 days onsite. This position requires the candidate to be able to obtain a Public Trust.

The Senior SBIR Program Analyst provides high level analytical, programmatic, and administrative support to the U.S. Department of Energy’s Office of Technology Commercialization (OTC) in its Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) program operations. The role advances DOE’s mission to transition innovative technologies from federally funded R&D toward commercialization by providing expertise in program planning, evaluation, data analysis, and stakeholder engagement.
Key Responsibilities- Support the management, coordination, and execution of SBIR/STTR program activities in alignment with DOE and OTC priorities.
- Conduct quantitative and qualitative analyses to assess program effectiveness, technology readiness, commercialization outcomes, and portfolio trends.
- Assist in the development of annual solicitation topics, program documentation, guidance materials, and strategic planning products.
- Review and evaluate technical proposals and provide analytical insight into award recommendations, program balance, and performance outcomes.
- Prepare briefings, reports, dashboards, and communication materials for senior leadership, interagency partners, and external stakeholders.
- Support outreach and engagement activities, including workshops, webinars, applicant assistance programs, and small business engagement events.
- Maintain and improve program data systems, tracking mechanisms, and performance metrics.
- Provide subject matter expertise in SBIR/STTR policy, Congressional requirements, and compliance with federal R&D program mandates.
- Coordinate with national laboratories, program offices, small businesses, and commercialization partners to track technology transition progress.
- Contribute to continuous process improvement initiatives to enhance program efficiency, transparency, and impact.
- Bachelor’s degree in science, engineering, business, public policy, or a related field.
- Minimum 7+ years of experience supporting federal R&D programs, technology commercialization initiatives, or SBIR/STTR operations.
- Strong analytical skills, with experience in data analysis, metrics development, program evaluation, or portfolio analysis.
- Familiarity with federal R&D processes, grants/contracts management, and technology readiness frameworks.
- Excellent written and verbal communication skills, including experience preparing briefings for senior government officials.
- Proven ability to work in a hybrid environment and coordinate with geographically distributed teams.
- U.S. citizenship and ability to obtain a security clearance if required by contract.
- Ability to obtain a Public Trust.
- Advanced degree in science, engineering, public administration, or business.
- Prior experience directly supporting DOE SBIR/STTR, DOE program offices, or national laboratories.
- Knowledge of commercialization pathways, venture funding, tech to market models, or intellectual property management.
- Experience with federal data systems and tools (e.g., SBIR.gov, Portfolio Analysis Tools, CRM/analytics platforms).
- Demonstrated ability to engage with small businesses, startups, researchers, and technology developers.
This is a hybrid role requiring periodic on-site work at DOE headquarters or designated facilities. Remote work is supported for routine tasks but may vary depending on program needs.
