Job Description

This position is responsible for complying with estimating procedures when developing project estimates. In this role, the individual may act autonomously on small non-risk projects. The individual will also be assigned to provide estimating support on larger projects, which will require the lead estimator to be responsible for the work production. This position will be a learning position for development of engineering, procurement, fabrication, and construction (EPFC) cost estimates.

This position will require moderate supervision when developing estimates for Direct, Indirect, Escalation, Contingency and Other Costs.

  • Develop the estimate plan and coordinate estimate development with the project team, including preparation of the estimate schedule.
  • Develop Home Office estimates, assist in development of Procurement and Construction estimates. Analyze and solve problems as they occur.
  • Upload estimates to historical database (EMS – Experience Management System), able to utilize the reporting functionality of EMS for comparison and benchmarking purposes.
  • Maintain compliance with all applicable policies, procedures, and global standards.
  • Other duties as assigned Develop cost narratives and audit-ready pricing packages for government submissions.
  • Perform detailed cost and pricing analysis of RFPs to support fully compliant cost proposals.
  • Apply a working knowledge of the DoD acquisition environment—including FAR and DFARS—to develop compliant and defensible cost strategies.
  • Develop, analyze, evaluate, coordinate, prepare, and support cost proposals submitted to the Government.
  • Build effective Excel cost models and cost/price narratives for RFPs and task order requests across multiple contract types (Cost Plus, T&M, FFP, IDIQ, etc.), ensuring accuracy, internal consistency, and alignment with technical and staffing approaches.
  • Ensure compliance with internal estimating systems, accounting procedures, proposal instructions, and applicable Government regulations (e.g., FAR, DFARS, CAS).

Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and four (4) years of work-related experience or a combination of education and directly related experience equal to eight (8) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors

• Job related technical knowledge necessary to complete the job

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

• Ability to attend to detail and work in a time-conscious and time-effective manner

  • Stay abreast of current estimating techniques by maintaining expertise through the numerous opportunities provided by professional organizations or by networking with other estimating specialists within the engineering, procurement, fabrication, and construction/construction management (EPFC/CM) industry
  • Be knowledgeable about business line specific rates to be applied in estimates
