Job Summary:

The Research Security and Export Control Office at the University of Wisconsin-Madison, within the Office of the Vice Chancellor for Research (OVCR), is responsible for ensuring institutional compliance with U.S. export control laws while supporting broader research security objectives.

Export control regulations apply to a subset of activities conducted in support of the university's research and education missions. These activities primarily include research involving proprietary or controlled technologies, international shipments of scientific equipment, materials, and biological agents, international collaborations, international travel, and the use or development of software with encryption or restricted capabilities.

The Program Manager plays a central role in administering UW-Madison's export control compliance program. This position conducts export control determinations and risk assessments, supports compliance reviews, develops and implements mitigation measures (including Technology Control Plans), and provides guidance to faculty and staff on regulatory requirements.

The program manager helps ensure that research activities are conducted in accordance with the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and related federal requirements. The role also integrates research security considerations, including mitigating risks in international engagements and foreign influence concerns, into the export control processes.

The Program Manager assists in developing, maintaining, and implementing export control and research security policies, procedures, and workflows, while coordinating outreach and training efforts to promote awareness and compliance across campus.

Job Responsibilities:

* Provides consultation for resolution of policy violations that involve students, employees, visitors, guests of the institution and/or applicants

* Provides guidance and oversight to university personnel compliance, policies, and procedures

* Serves as a subject matter expert for affiliated matters for internal and external stakeholders

* Develops and maintains institutional and operating policies and procedures to ensure compliance

* Directs operational activities and staffing resources for compliance implementation, including outreach, support, and/or investigations

* Oversees, develops and participates in activities designed to raise awareness of the law(s) and its purpose

Compensation:

The minimum annual salary for this position is $90,000 but is negotiable based on experience and qualifications.

Required Qualifications:

* Experience interpreting and implementing government regulations

* Ability to prioritize and manage multiple tasks

* Excellent communication skills, both written and verbal

* Strong analytical and problem-solving skills with attention to detail

Preferred Qualifications:

* Experience in a university research environment or federal regulatory compliance

* Strong interpersonal and management skills

* Experience analyzing, developing, and implementing policies and workflows

* Familiarity with:

* Export Administration Regulations (EAR)

* International Traffic in Arms Regulations (ITAR)

* Office of Foreign Assets Control (OFAC) sanctions

* NSPM-33 or related research security requirements
