Position: Program Manager/Senior Contract Specialist - Remote within the US

Martek Global Services is seeking qualified candidates for an anticipated Program Manager/Senior Contract Specialist opportunity supporting the Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS). This position is contingent upon contract award.

Position Overview

The Program Manager / Senior Contract Specialist is responsible for leading acquisition support services while managing day‑to‑day contract operations and contractor personnel. This role oversees complex cradle‑to‑grave federal acquisitions, ensures compliance with federal acquisition regulations, and provides strategic guidance to support the CDC's mission. Experience with using Integrated Contract Expert (ICE) is highly desirable.

Position Details
  • Employment Type: Full-Time
  • Work Schedule: Monday-Friday
  • Work Location: Remote (U.S.) – travel for badging and fingerprints will be required
  • Salary Range: $90,000 - $105,000
Responsibilities
  • Serve as the Program Manager and primary point of contact for the Government, ensuring successful contract performance and customer satisfaction.
  • Lead, supervise, and support contractor personnel, including staffing, work assignments, performance management, and day‑to‑day operations.
  • Manage cradle‑to‑grave federal acquisition activities for a wide range of procurement actions.
  • Conduct acquisition planning, market research, and procurement strategy development.
  • Prepare, review, and maintain acquisition documentation, including acquisition plans, solicitations, determinations and findings, award documents, contract modifications, and related procurement documentation.
  • Support proposal evaluations, negotiations, source selections, contract awards, and post‑award administration activities.
  • Maintain complete electronic contract files and prepare required reports, metrics, and status updates.
  • Lead customer meetings and provide regular communication regarding contract performance and acquisition activities.
  • Ensure compliance with the Federal Acquisition Regulation (FAR), HHSAR, agency policies, and acquisition best practices.
  • Perform other duties as assigned in support of program objectives.
Qualifications Required:
  • Bachelor's degree
  • Minimum seven (7) years of experience in program management, federal contracting, acquisition planning, or a combination of these disciplines
  • Current or previous FAC-C certification (or civilian equivalent) maintained for a minimum of five (5) years
  • Demonstrated experience managing cradle‑to‑grave federal acquisitions
  • Strong knowledge of the Federal Acquisition Regulation (FAR), acquisition planning, contract administration, source selection, market research, and contract modifications
  • Excellent written, verbal, organizational, and interpersonal communication skills
Preferred:
  • Experience using Integrated Contract Expert (ICE) – highly desirable
  • Experience supporting the Department of Health and Human Services (HHS), the Centers for Disease Control and Prevention (CDC), or other civilian federal agencies
  • Experience supervising acquisition professionals
  • Experience using electronic contract writing systems
  • Ability to manage multiple concurrent acquisition actions in a fast-paced environment
