Position: Program Analyst 3

THE POSITION

The Department of Human Services is seeking a Program Analyst 3 who enjoys working with information and solving problems. In this role, you will help turn complex data into clear insights that support statewide programs. You will collaborate with teams and partners to improve services through strong analysis and communication. This position offers the chance to make a positive impact on communities across the Commonwealth.

DESCRIPTION

OF WORK

This position supports the Office of Developmental Programs by analyzing complex data and helping teams understand information that guides program quality. Your work will strengthen decision‑making and improve outcomes for individuals supported by the system. As a Program Analyst 3, you will perform the following duties:

  • Data Analysis Work:
    Collect and interpret large data sets to support performance measures and quality initiatives
  • Report Development:
    Create clear graphs and reports that help stakeholders understand trends and findings
  • Technical Assistance:
    Guide staff and partners in data monitoring, sampling, and quality management practices
  • Training Support:
    Prepare materials and teach concepts related to data‑driven quality management
  • Project Leadership:
    Lead or assist with projects that involve planning, evaluation, and collaboration across teams
  • Program Evaluation:
    Review program data and offer recommendations that support improvement across the service system
Work Schedule and Additional Information
  • Full‑time employment
  • Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30‑minute lunch.
  • Telework:
    You may have the opportunity to work from home (telework) part‑time, up to 3 days per week. In order to telework, you must have a securely configured high‑speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

  • Salary:
    In some cases, the starting salary may be non‑negotiable.

Required Experience, Training & Eligibility QUALIFICATIONS
  • One year as a Program Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration);or
  • Three years of analytical experience, two of which include professional experience in program evaluation and the development of program recommendations, and a bachelor's degree;or
  • An equivalent combination of experience and training.
