ICF is seeking a Business Analyst for our Centralized Operations, Analytics and Technology (COAT) group to support ICF's Sightline. In this role, you will work with product managers, technical architects, developers, and clients to define and organize business requirements for our data‑driven platform supporting energy efficiency and clean energy programs, with a focus on translating business needs into clear, actionable requirements for technical teams.
Responsibilities- Support various teams by gathering, clarifying, and documenting data‑related and system requirements in partnership with stakeholders and within technical teams.
- Create stories and tasks in JIRA to support the execution of client deliverables.
- Ensure proper execution of operations work and dev‑ops work (enhancements to current products).
- Support meetings with stakeholders and help prepare functional requirements documentation, including business requirements, functional specifications, and user stories.
- Function as liaison between Product, stakeholders, marketing and other supporting functional organizations, facilitating discussions and ensuring clear communication across groups.
- Convey requirement specifications and other system documentation in concise and specific language to facilitate stakeholder understanding.
- Assist project delivery through task tracking and project management using project management tools.
- Bachelor’s degree in Math, Engineering, Science, IT or related discipline (applicants can substitute one year of related experience for one year of education).
- 5+ years of experience working in a Business Analyst or similar role supporting data‑driven or technical systems, with a focus on requirements gathering, stakeholder collaboration, and translating business needs into technical solutions (a Master’s degree or PhD may substitute for up to two years of required experience).
- 2+ years of experience prioritizing multiple projects to meet goals, deliverables, and time‑sensitive assignments and deadlines.
- Prior experience with gathering software requirements, especially related to working with teams to define data needs and ensure clarity of system inputs and outputs.

- Prior experience working in an Agile software development process.
- Prior experience with supporting data‑related workflows or systems.
- Knowledge and experience with JIRA and/or Confluence.
- Proven ability to develop system documentation to track issues and to work with developers to ensure that requirements are being met.
- Experience defining and documenting business processes and software requirements in an agile software development process.
- Demonstrated ability to manage multiple tasks and projects simultaneously with a high degree of accuracy and attention to detail, especially in a consulting environment.
- Proven track record effectively and independently prioritizing tasks and managing time to meet deadlines in a fast‑paced environment.
- Strong interpersonal, listening, and communication skills, with the ability to clearly articulate complex ideas and build relationships across teams.
- Ability to collaborate effectively with both technical and non‑technical stakeholders and facilitate alignment across cross‑functional teams.
- Excellent interpersonal skills including courtesy, professionalism, and a cooperative attitude.
