Position: Social Determinants of Health Information Exchange (SHIE) Analyst - Term Limited

Position Title: Social Determinants of Health Information Exchange (SHIE) Analyst

Department: Department of Health Care Policy & Financing (HCPF) – Health IT Division, Health Information Office (HIO)

Location: State of Colorado (remote work is optional; hybrid or full‑time in office possible)

Responsibilities
  • Support the business analysis needs of the Office of eHealth Innovation’s SHIE project.
  • Analyze business processes and identify opportunities to improve workflows, data exchange, and system functionality.
  • Collaborate with internal business units, external partners, and community stakeholders to support project objectives.
  • Elicit, analyze, document, and validate business requirements through interviews, workshops, and stakeholder engagement.
  • Document policies, business rules, regulatory requirements, and operational processes for OeHI, HCPF, and SHIE data partners.
  • Act as a liaison between HIO, SHIE data partners, Department leadership, external stakeholders, and the SHIE vendor.
  • Coordinate with the SHIE vendor to implement new data interfaces, enhance existing integrations, and support interface testing and deployment.
  • Assist in identifying, troubleshooting, and resolving interface and data exchange issues in collaboration with technical teams and vendors.
  • Facilitate communication across cross‑functional teams to ensure business needs are accurately translated into technical solutions.
  • Support project planning, implementation activities, testing, issue tracking, and change management efforts.
  • Ensure project documentation remains current, complete, and compliant with organizational and regulatory standards.
Minimum Qualifications
  • Residency:
    Must be a resident of the State of Colorado at application time.
  • Option 1 – Experience Only:
    • At least 6 years of professional experience in Business Requirements/Documentation, Outcome Measurement, Stakeholder Engagement, or a closely related field.
  • Option 2 –

    Education and Experience:
    • Bachelor’s degree in a related field.
    • At least 2 years of professional experience in Business Requirements/Documentation, Outcome Measurement, Stakeholder Engagement, or a closely related field.
    • Educational qualifications may substitute for experience on a year‑for‑year basis (associate = 2 years, bachelor = 4 years, master = 6 years, doctorate = 7 years).
Preferred Qualifications
  • Previous relevant professional state experience.
  • Professional experience in:
    • Public health, human services, health policy, healthcare or Medicaid project management, workforce initiatives, rural health, or a closely related field.
    • Health IT systems requirements and administration.
    • Case management, direct care, or resource navigation.
    • Dashboard creation for workflows and performance measurement.
Skills and Technical Proficiency
  • Experience using project management tools.
  • Experience using dashboard or workflow tools such as Smart Sheet.
Conditions of Employment
  • Security sensitive position requiring a criminal record background check.
  • Term‑limited through June 30, 2029; a waiver of retention rights must be signed upon hire.
  • Disciplinary history must be disclosed if applicable.
