Overview
Brookhaven National Laboratory’s Procurement & Property Management (PPM) Division seeks a Subcontracts Manager to oversee procurement and contractual agreements for the Lab, supporting high‑value and complex contract types in a high‑volume environment.
Responsibilities- Lead a staff of purchasing and subcontracts professionals; provide technical oversight, guidance, and leadership.
- Develop, negotiate, award, and manage a wide variety of high‑dollar and complex contract types (fixed‑price, cost‑reimbursement, etc.).
- Plan and conduct procurement activities including solicitation, evaluation of quotes and proposals, and use of automated procurement systems.
- Facilitate and lead Source Selection Committees; advise user departments on procurement methods and alternatives.
- Monitor contracts and contract progress to ensure compliance with procurement requirements, policies, and procedures.
- Perform cost/price analysis, review change‑order requests, and conduct vendor performance reviews.
- Prepare memoranda, correspondence, and reports on contract execution; answer vendor and internal questions.
- Identify prospective proposers, develop new supply sources, and encourage vendor participation.
- Negotiate and place Blanket Ordering Agreements, Service Agreements, Loans, and Lease Agreements.
- Improve operations by decreasing turnaround times and streamlining work processes; demonstrate continuous improvement.
- May serve as Acting Procurement Operations Manager and supervise lower‑level staff as directed.
- Authorized to the level of delegated authority to financially obligate BNL to acquire products and services.
- Bachelor’s degree in a business‑related discipline.
- Minimum six years full‑time experience, including at least two years of supervisory/management experience.
- Demonstrated ability to handle high‑dollar, complex equipment and/or service procurements under tight deadlines.
- Thorough knowledge of the Federal Acquisition Regulations (FAR) and related statutes (Service Contract Act, Buy American Act, Small Business Subcontracting, Justifications for Non‑Competitive Procurements, etc.).
- In‑depth understanding of all procurement phases: requirement analysis, solicitation creation, evaluation, cost/price justification, negotiation, contract drafting, and close‑out.
- Strong critical‑thinking, problem‑solving, and analytical skills.
- Excellent written and oral communication, and ability to work in a scientific facility under stringent timelines.
- Proficiency in Microsoft Office Word, Excel, and PowerPoint.
- Ability to interact effectively and respectfully with a diverse, international customer base.
- Working knowledge of People Soft.
- Master’s degree in business.
- Certified Procurement Professional (CPP) or equivalent certification.
- Experience teaming with legal counsel, project managers, engineers, cost estimators, and quality assurance personnel in a scientific or high‑tech environment.
- Experience with Cost Type Contracts and Research & Development Contracts.
- Experience in Environmental, Health & Safety requirements.
- Salary range: $128,900–$213,950 per year, adjusted for qualifications and experience.

- Eligibility for DOE UPIV credential and Real‑ documentation (required for site access).
