Summary

of Duties

As an Aging and People with Disabilities Adult Foster Home Licensor (APD AFH Licensor), you will:

  • Conduct on‑site inspections of program operations for compliance with and adherence to physical facility, record keeping, service delivery, staffing standards and overall compliance of licensing rules.
  • Identify and notify providers of any deficiencies and assist with guidance and support to aid in corrections to practice that will improve AFH operation and resident safety.
  • Respond to telephone calls, emails, and in‑person inquiries regarding the adult foster home program.
  • Interpret and explain applicable laws, rules, regulations, policies and procedures to staff, current or potential adult foster home providers, and the public.
  • Maintain organized files of adult foster homes and ensure timely communication with local offices when additional review and support is needed.
  • Support local office when transitioning oversight of AFH providers who need additional support and oversight.
  • Promote participant well‑being by participating in teams and on committees that look for more effective and efficient ways to provide our services.
  • Attend and offer testimony on specific adult foster home conferences and administrative hearings.
  • Utilize agency resources to maintain and develop knowledge of computer systems to gather, compile and report information as required.
Minimum Qualifications
  • Four years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance with program guidelines and regulations.
  • Two of the four years must be above the technical support level.
  • Note:

    some positions may require experience in a specific regulatory industry or program.
  • Note:

    college‑level coursework may substitute for experience on the basis of 45‑quarter units per year, up to a maximum of three years.
Essential Attributes
  • Experience interpreting and applying laws, administrative rules, regulations, or policies (such as Oregon Administrative Rules (OARs) and Oregon Revised Statutes (ORS)) to support consistent, accurate, and compliant decision‑making in a human services, healthcare, regulatory, or related setting.
  • Experience managing challenging or sensitive conversations with individuals, families, providers, or other community partners by communicating respectfully, transparently, and professionally to support positive outcomes, resolve concerns, and maintain quality services or compliance.
  • Experience managing competing priorities, meeting established deadlines, and accurately entering or maintaining data in a timely manner while ensuring attention to detail and compliance with organizational procedures.
  • Experience building and maintaining respectful, professional relationships with individuals from diverse backgrounds by using person‑centered communication, active listening, and professionalism to gather information, address concerns, and support collaborative problem‑solving while treating all individuals with dignity and respect.

Working Conditions
  • Your work schedule will be 8:00 a.m. – 5:00 p.m., Monday – Friday Pacific Standard Time (PST). Occasional overtime may be available.
  • This position is primarily remote and requires frequent statewide travel to licensed Adult Foster Homes settings to conduct inspections, investigations, and compliance activities.
