Location: Olympia, WA (flexible, hybrid, primarily remote; travel required 1–3 times per year)

Home Visiting is a key child abuse and neglect prevention strategy that aligns with DCYF's mission and strategic plan. In this role, you will help strengthen Washington's statewide home visiting system by supporting the Home Visiting Services Account (HVSA) and the implementation and management of the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program.

Opportunity

As the Home Visiting Portfolio and Evaluation Analyst, you will lead critical initiatives that support the continued development of Washington's statewide home visiting system. You will provide expert analysis, consultation, and strategic leadership to support the development and management of the Home Visiting Strategic and Portfolio Framework, performance‑based contracting and must work with contracted partners conducting evaluation activities, data collection and reporting systems.

Working closely with agency leadership, internal teams, external consultants, and state and federal partners, you will help ensure compliance with HVSA and MIECHV requirements while supporting long‑term strategic planning, program evaluation, and continuous improvement efforts. This includes guiding partners in the development of evaluation and research plans and data collection and reporting systems.

Responsibilities
  • Develop and manage contracts for home visiting models that contribute data to the statewide home visiting data system.
  • Develop and manage the contract with the Department of Health, responsible for managing the HVSA data management system.
  • Identify and support implementation of priorities for improved data collection, management, evaluation, and reporting.
  • Support development and implementation of HVSA data governance.
  • Understand and develop expertise in HVSA data systems and data utilization across the agency and within home visiting programs.
  • Lead the Home Visiting Performance‑Based Contracting efforts.
  • Develop, manage and monitor consultant contracts for strategic and portfolio framework development.
Required Qualifications
  • A master's degree in social work, psychology, social science, health care or a related field AND at least three (3) years of progressively responsible experience administering, developing, supervising or delivering family and child‑related social services.
  • OR A bachelor's degree in social work, psychology, social science, health care or a related field AND at least five (5) years of progressively responsible experience in planning, administering, developing, supervising or delivering family and child related social services.
  • Demonstrated experience in two (2) or more of the following areas:
    • Conducting research.
    • Analyzing policies, laws, rules, or regulations.
    • Conducting business analysis and developing requirements.
    • Leading business projects.
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
Preferred Qualifications
  • Previously demonstrated knowledge and experience in government or non‑profit sectors with public funding, including managing or leading projects with operational significance.
  • Demonstrated ability to establish and utilize strong processes to organize complex work and produce analytical analyses, including analyzing policies, laws, and rules.
  • Previously demonstrated experience conducting research and developing complex reports for various audiences.
  • Previously demonstrated strong customer service skills, with an ability to troubleshoot and seek solutions.
