Requisition
Responsibilities
- Conducts research to support contract understanding; identifies relationships and states general principles of basic contract law, facts and terms; improves FAR/UCC knowledge; or gains technical insight.
- Understands and applies policies, procedures, and other regulatory requirements during the pre-award process, award/contract setup, and administration of a contract.
- Performs contract setup and administration, in accordance with checklists and policies, in corporate systems; assists in organization and maintenance of contract records and files documenting contract performance and compliance.
- Assists in market research, sole source and source selection documents, Statement of Work (SOW), Statement of Objectives (SOOs), Performance Work Statements (PWS), evaluation criteria, Determination and Findings (D&Fs), Limited Source, and other procurement/contract related actions.
- Assists with justifications and/or other documentation that may need to be submitted to the Director of Contracts or corporate clients related to subcontract and procurement activities.
- Assists with development of requirement documents with program offices for requirement validation and clarity; participates in pre-proposal/pre-bid conferences as necessary and obtains information from technical personnel prior to preparation of the solicitation and during the solicitation phase.
- Prepares draft solicitation documents, IFB, RFQ, RFP, and RFI, using templates or from scratch, inclusive of all current and applicable clauses and provisions.
- Analyzes contract requirements, special provisions, terms and conditions; provides appropriate support for lower tier subcontracts including flow-down terms, scope of work requirements, and periods of performance.
- May participate in development of less complex business alliances and partnering agreements including Teaming Agreements and Non-Disclosure Agreements.
- Drafts contractual instruments, correspondence, memoranda, and other documentation commensurate with skills.
- Drafts simple to moderate contractual instruments, correspondence, memoranda, and other documentation commensurate with skills and supervisory oversight.
- Assists mid- to high-level contract professionals in working with internal or external business teams/clients on issues and developments related to assigned contracts.
- Assists Specialists, Managers, and project teams with identification of issues that could become contract changes and change management tracking.
- Ensures contract document reviews, approvals and execution in accordance with corporate and/or business unit guidelines.
- Assists with and/or performs contract reporting functions for compliance with legal, FAR, regulatory, other contract terms and conditions, and corporate policies and procedures.
- May conduct research to support contract audit and/or facilitate business unit contracting trends.
- Performs contract closeout activities including Release of Claims, other closeout certifications, and final contract performance reporting.
- May perform these actions related to subcontracts and procurement actions, as needed.
Requirements
- Associate Degree required;
Bachelor’s Degree preferred. - Minimum 3 years of experience.
- Some proficiency in understanding and applying contract policy and practice founded in corporate policy, the Federal Acquisition Regulation and its supplements, Uniform Commercial Code, and other professional publications.
- Must be a U.S. citizen.
- Must be eligible to obtain and maintain a security or clearance badge.
- Successful drug screening.

- Bachelor’s Degree.
Location/Work Arrangement
- This position is onsite in Oak Ridge; remote work arrangement with some travel may be considered.
