Management Analyst

Overview

The Department of Transportation is seeking a dedicated Management Analyst 2 who enjoys improving processes and supporting statewide programs. This position provides opportunities to engage with teams across Pennsylvania and strengthen important purchasing and inventory activities. • Perform procurement processes, including purchasing card purchases, contract purchases, invitation for bids, requests for quotation and other.
• Provide direction to program areas on procurement rules, documentation needs and sourcing strategies.
• Work with vendors, receivers and project managers to ensure accurate and timely receipt of goods and services.
• Assist small businesses in navigating registration steps and identifying procurement opportunities.

• Full‑time employment; 75 hours bi‑weekly.
• Work hours:
  
  8:00 AM to 4:30 PM, Monday through Friday, with a 60‑minute lunch.
• May be eligible for alternate work schedule (AWS).
• Telework:
  Opportunity to work from home part‑time subject to approved location and high‑speed internet. Optionally report to the headquarters office if not teleworking.
• Candidate can work at the Keystone Building, 400 North Street, Harrisburg, PA 17120, or at a Department of Transportation Engineering District office if space is available.
• Salary:
  In some cases the starting salary may be non‑negotiable.

• One year of experience as a Management Analyst 1 (Commonwealth job title or equivalent Federal Government job title) OR
• Two years of experience in technical management analysis work and a bachelor’s degree OR equivalent combination of experience and training.
• Valid driver’s license.
• Must meet the Pennsylvania residency requirement.
• Ability to perform essential job functions.
