The UN Women Multi-Country Office
- Caribbean 2022 – 2026 programme; and envisaged 2027 – 2031 programme are aligned to the agency's global Strategic Plan with a focus on the four (4) Thematic areas most critical to women and girls;
Women's Leadership and Decision-making, Women's Economic Empowerment in Resilient Economies and Women and Girls Free from Violence; and Women, Peace and Humanitarian Action. All the impact areas, like the SDGs, are interconnected and interrelated and these programmes will be implemented both at the regional and multi-country level. The UN Women MCO Caribbean covers 22 English and Dutch speaking countries and territories in the Caribbean and maintains a physical presence in five (5) countries, but there remains high and consistent demand for the exercise of UN Women's integrated mandate across the 22 countries and territories across the region.
Reporting to the Head of Office a.i. the Monitoring and Reporting Consultant will provide support to the Multi Country Office (MCO) Caribbean colleagues in incorporating monitoring and reporting into programme formulation as well as tracking against Strategic Plan targets and the reporting of results to internal and external audiences.
Description of Responsibilities /Scope of Work
1. Quality assurance of corporate monitoring and reporting systems
- Prepare an inception brief and workplan;
- Conduct quality assurance of the MCO's data in UN Women's internal Performance and Results Integrated System for Management (PRISM), specifically the Planning & Budgeting and Monitoring modules. Verify completeness and accuracy of SN/AWP Monitoring and Strategic Monitoring data and flagging PRISM–Quantum variances exceeding 10% to the Programme Team for corrective action;
- Provide technical support to the MCO's compliance with corporate reporting deadlines in PRISM.
2. Support to the operationalisation of the 2027–2031 Strategic Note Results Framework
- Support the preparation, entry and quality assurance of SN 2027–2031 results data in corporate system (PRISM), including Development Results (DR) and Organizational Effectiveness and Efficiency (OEE) indicators, baselines, milestones and targets, verified against the approved results framework;
- Provide technical inputs to the development of evaluation plan, monitoring indicators, monitoring calendars and field monitoring plans for the 2027 Annual Work Plans,(AWP) aligned to the SN 2027–2031 results framework.
3. Results monitoring and management reporting
- Support MCO monthly programme meetings to serve as the primary platform for the 2022 – 2026 Strategic Note (SN) indicator monitoring and performance review in accordance with the Standard Operating Procedure:
Internal Monitoring & Donor Reporting Review Workflow - Facilitate the process of the MCO's annual report drafting
- Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
- Consolidate quarterly partner and country-level results data and prepare management briefs to inform senior management decision-making;
- Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
- Collect and maintain results data for country, regional and global corporate reports.
4. Support to UN system coordination reporting and gender-responsive M&E capacity development
- Provide technical support to UNCTs in completing the UNCT-SWAP Gender Scorecard annual progress reporting and in developing or updating their respective action plans, with intensified support to the Suriname, Trinidad and Tobago, and Belize UNCTs, and other UNCTs as required;
