Position SummaryThere are two (2) Program & Policy Analyst – Advanced vacancies:
Program & Policy – Advanced (HEART Program Coordinator)
Under general direction, the position coordinates program planning, policy development, grant oversight, and program evaluation to ensure grant programs operate effectively and comply with applicable state and federal requirements. The position also coordinates program activities with internal leadership, partner agencies, and external stakeholders to support successful program implementation and achievement of program goals. Under the general direction of the Director of the Office of Skills Development (OSD) in matters of policy development, program effectiveness and compliance, and oversight of the Healthcare Employment, Access, and Rural Transformation (HEART) grant program, this position is responsible for delegating and overseeing the work of project staff, including planning work, monitoring program performance for compliance, and providing feedback to the supervisor used in performance evaluations of staff.
This position provides technical expertise on the HEART state and federal rules and regulations to the Director, DWD administration, OSD, project staff and stakeholders.
Under general supervision, this position serves as a Program and Policy Analyst-Advanced responsible for designing and implementing a competitive rural workforce grant program of $150 million over a 5-year period. Additionally, the position conducts program and project analysis, planning, policy development, program oversight and coordination, performance monitoring, evaluation, technical assistance, and training from concept through implementation and beyond. The position develops program guidelines, application instructions, consults with grantees, supports policy and procedure development, assists with grant application review and award processes and serves as a technical expert for the program.

- Advanced (schedule 07, range 03). This position is not represented in a collective bargaining unit and is considered exempt under the Fair Labor Standards Act.
Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.
Travel:Occasional statewide travel including overnight stays may be required.
