Measure of Effectiveness Officer, ExpertOrbis is seeking a Measure of Effectiveness (MOE) Officer, Expert to lead qualitative research and program evaluation activities for a client in the US Intelligence Community. On this multi-year project, the officer will have the opportunity to demonstrate intellectual agility by leading research design, data collection, and data analysis activities to produce and implement recommendations that will support the client in optimizing delivery of specialized projects in support of their mission.
This project features the opportunity to interact with a wide range of key stakeholders, including those at senior levels. This is an exciting opportunity for an intellectually curious, energetic MOE officer to work on a project with real impact to help our client develop ways of better meeting the needs of the mission.
Duties/Responsibilities
- Develop and implement research designs with practical strategies for conducting evaluations of strategic communications for a customer in the US Intelligence Community
- Apply operational knowledge and tradecraft to enhance the customer's planning, design, and implementation of a variety of projects
- Analyze both qualitative and quantitative information to provide the customer with comprehensive insights into organizational strengths and challenge areas
- Prepare reports and presentations for senior leadership based on research plans, activities, findings, and recommendations
- Brief senior-level customers on research plans, status of activities, findings, and recommendations
- Collaborate to generate operational proposals based upon your findings and recommendations
Supervisory Responsibilities
- This position has no supervisory responsibilities
Education and Experience
- A Bachelor’s degree is required for this position.
- A Master’s degree in business, computer science, social science, or behavioral science preferred but not required for this position.
- Minimum of 10 years' experience in an advisory role in the IC.
Required Skills/Abilities
- Active TS/SCI clearance with Poly
- Ability to extract insights from various open source and proprietary data sources to produce finished intelligence products
- Experience developing presentations and providing briefings to middle and senior management
- Excellent oral and written communication skills, including visual representation of data using charts and graphs
- Proficiency with MS Excel and Power Point
- Ability to perform in an individual contributor role while also excelling in a team environment
Desired Skills/Abilities
- Demonstrated experience leading program evaluation activities
- Experience with survey design and analysis
- Experience/Knowledge of advanced technologies on the global market
- Experience/Knowledge of military doctrine
- Ability to analyze information and identify implications for policy, processes, communications, and training
- Familiarity with advanced statistical concepts. A master’s degree in business, social science, or behavioral science is a plus
- Fluent MANDARIN speaker is very desirable.
Physical Requirements
