Phillips Boat Works and Pamli Eco Connect  are complementary maritime ventures headquartered on both sides of the Pamlico Sound --Hatteras Island and Grantsboro, North Carolina.

Phillips Boat Works provides yacht management, delivery services, marine repair, and custom boat building services with four decades of operational expertise.

Pamli Eco Connect  is an early-stage electric vessel developer. The convergence of technology develpment in the last 5 years makes it possible to develop foiling products powered by LFP energy as passenger ferries, water taxis, recreational vessels and military/enforcement markets. Because we are located on the Pamlico Sound, operations and onsite development of sustainable, high-performance hydrofoil vessels for regional coastal routes, is our primary focus (Buxton–Ocracoke–Vandemere).

Together, the organizations advance maritime innovation, environmental stewardship, and accessible water-based learning for coastal communities. Pamli Eco Connect 's mission aligns with federal maritime policy priorities (EO 14269), environmental sustainability, and the economic revitalization of rural maritime regions. Team members bring shipyard expertise, regulatory knowledge, and deep roots in North Carolina's boating and sailing culture.

ABOUT

THE ROLE

Phillips Boat Works and Pamli Eco Connect  are actively pursuing federal, state, and foundation grants to support maritime innovation, youth sailing education, and sustainable coastal development. We're looking for a focused Grant Manager to own our grant pipeline — from opportunity research through proposal submission, award management, and funder reporting.

This is a full-time position with significant autonomy. You'll report directly to leadership and work cross-functionally with program staff, naval architects, and operations teams to translate real maritime and environmental work into compelling grant narratives. The role spans federal maritime policy funding (EO 14269), climate/sustainability funders, youth education grants, and economic development programs targeting rural coastal regions.

DAILY RESPONSIBILITIES
  • Research and qualify grant opportunities aligned with Pamli Eco Connect 's electric ferry development, youth sailing programs (Hatteras Community Sailing), and Phillips Boat Works' maritime initiatives
  • Develop and submit grant proposals, including narrative writing, budget preparation, and compliance review
  • Maintain current grant tracking, deadline calendars, and organizational grant documentation
  • Coordinate with internal teams to gather project data, outcomes, and program descriptions
  • Monitor awarded grants for compliance; prepare financial and impact reports for funders
  • Build and maintain relationships with grant officers, program staff at funders, and community partners
  • Support project budgeting and expenditure tracking against grant requirements
  • Identify emerging funding programs and communicate opportunities to leadership
WHAT YOU BRING

* Required:

  • 2+ years of grant administration or proposal development experience (nonprofit, public sector, or startup)
  • Strong written communication and proposal writing skills
  • Ability to research, interpret funder guidelines, and evaluate program fit
  • Basic budgeting and financial documentation skills
  • Organized, detail-oriented, able to juggle multiple deadlines independently
  • Proficiency with office productivity software and grant tracking tools

** Preferred:**

  • Familiarity with federal grant programs (NOAA, DOE, DOT, Department of Commerce, SBA)
  • Experience with maritime, environmental, or STEM education programs
  • Knowledge of coastal economic development or small business grant landscapes
  • Experience managing multiple funder relationships simultaneously
  • Comfort with startup/growth-stage operations and ambiguous priorities

WHAT MAKES THIS DIFFERENT

This isn't a back-office role. You'll be embedded in real maritime innovation work — electric ferry development, youth sailing instruction, boat building operations. You'll understand what you're writing about. You'll talk directly with program leads, not just collect their inputs. And you'll see your work translate quickly into funded projects and organizational growth.

We operate across two entities with complementary missions. You'll develop skill managing both the urgent (operational grant reporting) and the strategic (building a multi-year funder portfolio for Pamli Eco Connect 's growth).

Geography:
You'll be based on Hatteras Island (Avon/Buxton area), with occasional work at our Grantsboro location or offsite funder meetings. On-site presence is expected; remote work is possible for specific tasks.
