This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Pricing Manager, Business Development based in United States.
This role will lead pricing strategy and proposal development within a mission-driven business development organization serving complex government and institutional clients. You will shape competitive, compliant pricing approaches that strengthen proposals, improve win potential, and deliver value to clients. The position combines financial analysis, cost modeling, proposal strategy, and cross-functional collaboration across business development, finance, contracts, and operational teams. You will take ownership of pricing activities across RFPs and RFQs, from requirements analysis through final approvals.
You will also use historical performance, market intelligence, and Price-to-Win analysis to continuously improve future bids. This is an opportunity to influence a growing pricing function while developing standards, tools, and best practices that strengthen business development performance.
- Develop complete, competitive, and compliant cost and pricing proposals in response to RFPs, RFQs, and client requests, including cost models, business volumes, representations and certifications, and cost narratives.
- Partner with Business Development, Finance, business lines, and Contracts/Subcontracts teams to ensure pricing strategies align with organizational objectives and client value.
- Provide analytical leadership in cost analysis, cost estimation, profitability assessment, and pricing strategy development.
- Analyze proposal requirements and conduct quality assurance reviews to ensure pricing components are accurate, complete, compliant, and responsive.
- Lead pricing briefings, approval presentations, and executive summaries while maintaining clear and comprehensive pricing documentation.
- Support government and internal cost and pricing audits, ensuring relevant documentation and analyses are accurate and readily available.
- Develop, manage, and analyze subcontractor RFQs, including subcontractor pricing evaluations and negotiations.
- Lead Price-to-Win discussions and conduct target-price analyses for assigned proposal opportunities.
- Collaborate with Growth Analytics resources to evaluate win/loss data, pricing performance, market trends, and industry intelligence to improve future bids.
- Contribute to the development of pricing standards, methodologies, best practices, tools, and reusable proposal toolkits.
- Support the training, professional development, and upskilling of team members within the pricing function.
- Bachelor’s degree required.
- 8+ years of pricing experience within the federal contracting environment, including pricing strategy, structures, tools, and applicable FAR/DFARS and government regulations.
- Strong working knowledge of cost estimating systems, profitability analysis, Basis of Estimate (BOE) development, and cost/pricing models using Excel.
- Experience developing and delivering pricing strategy presentations, analyses, and recommendations to proposal stakeholders.
- Ability to advise proposal teams on pricing strategy using historical performance data, market intelligence, and competitive insights.
- Experience developing, reviewing, and training teams on BOEs from both process and best-practice perspectives.
- Familiarity with multiple federal contract types, including FFP, T&M, Cost Reimbursement, IDIQs, and Schedules.
- Advanced Microsoft Excel skills and strong proficiency with Microsoft Office applications.
- Excellent analytical, organizational, critical-thinking, and problem-solving abilities.
- Outstanding written, verbal, presentation, and interpersonal communication skills.
- Ability to manage multiple proposals simultaneously, balance competing priorities, and deliver high-quality work within schedule-driven environments.
- Strong attention to detail, accountability, and ability to collaborate effectively across business development, finance, contracts, and operational teams.
- Annual salary of $130,000–$160,000
