BEEP supports program eligibility and enrollment policy development and implementation through the project process for CARES supported functions, including health care and Food Share eligibility. It also provides member-facing policy and process support with members, partners and advocates, and manages a number of major policy-related contracts that drive member experience. The CARES system supports four major public assistance programs:
Wisconsin Works (W-2), Food Share, Child Care and Medicaid. The social security administration, through various system interfaces, also affects Medicaid eligibility for elderly persons and persons with disabilities. As programs cover approximately one out of every five residents in the State – ensuring that processes, procedures, communications and systems are functioning as intended and that programs are meeting our stated objectives is a critical function of the Project Support team.
This position has the ability to work remotely up to 5 days per week but may be required to report to an office location on occasion to complete certain tasks. This position can be headquartered at one of our central or regional offices . This schedule may vary based on training or operational need.

As the Business Analyst,you will be responsible for participating in the planning, development, implementation, and support of systems and related data exchanges administered by DMS. You will represent the BEEP team in requirements gathering sessions, designing documentation review, developing user acceptance test plans, performing limited user acceptance testing as needed, and providing expertise with resolving systems issues in coordination with analysts from the Bureau of Systems Management.
You will be expected to serve and relate the operational, information, knowledge, and analytical application needs of these systems to DMS staff, vendors, external partners and those that interface with these systems.
In this position, you will work very closely with individual Bureau, Division and Department staff and management, as well as a wide variety of intra-and inter-departmental work groups and committees. These groups may include management and staff from other state agencies, including the university, various department contractors, local agencies, consumers and consumer advocates.
Salary InformationThe starting pay is between $43.50 and $48.00 per hour (approximately between $90,500 and $99,800 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction.
This position is classified as an IS Business Automation Specialist and is in pay schedule and range 07/33.
