Project Manager & Business Process Improvement Analyst

The Department of Health Services (DHS) strives to protect and promote the health and safety of all people of Wisconsin through the efforts of a dedicated and diverse workforce. The Division of Quality Assurance (DQA) is looking to hire a Project Manager & Business Process Improvement Analyst, to help assure Wisconsin residents receive top quality care. DQA is responsible for protecting and promoting the health, safety, and welfare of residents living in and being taken care of in the health and residential care facilities we regulate.

This position:

Offers the option to work remotely up to 5 days per week and is headquartered in the 201

E. Washington Ave . office in downtown Madison. This schedule may vary based on training or operational need.

Will typically work Monday – Friday during typical business hours, with some flexibility.

The Project Manager & Business Process Improvement Analyst serves as a division-wide consultant responsible for leading complex projects, improving business processes, and supporting modernization efforts across the DQA.

This position is responsible for:

  • Providing expert-level project management, business analysis, and process improvement services to all DQA bureaus and offices.
  • Ensuring that business processes are efficient, standardized, compliant with DQA policy and administrative code and statute, and aligned with division strategic priorities.
  • Leading cross-functional project teams.
  • Conducting end-to-end process reviews.
  • Identifying inefficiencies and duplicative work.
  • Developing quality assurance and audit measures.
  • Recommending and implementing solutions—including business process automation and software enhancements.
  • Acting as a liaison between business operations and information technology teams, translating operational needs into system requirements and ensuring successful implementation of technology-enabled solutions.

This role is central to DQA’s modernization efforts, supporting consistent workflows, improved data quality, standardized reporting, and enhanced staff experience across the division.

Salary Information

The starting pay is between $45.00 and $50.50 per hour (approximately between $93,600 and $105,000 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as an IS Business Analyst Specialist and is in pay schedule and range 07/33.

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Experience managing projects including planning, risk management, and relevant party coordination.

Experience working with process improvement methodologies (e.g., evaluating workflows, identifying inefficiencies and root causes, etc.)

Experience developing reports and metrics to understand system capabilities, data structures, or automation opportunities.

Experience working with change management and organizational readiness competencies.
