The Human Resources Division (HRD) partners with CDPH’s programs and management to provide guidance and consultative services on Human Resources matters that are necessary for the Department to carry out its mission to deliver quality public health services. The mission of HRD is to support CDPH in attracting, hiring, and retaining quality employees.

The HRD is located in the East End Complex in downtown Sacramento.

The hybrid telework schedule may be available for this position in accordance with CDPH’s Telework Policy and Procedures. After completion of probation, the position may allow a hybrid schedule of up to three days of remote work and two or more days onsite each week. Telework eligibility and the amount permitted are determined by the Department and may change based on operational needs.

All employees who telework must be California residents under Government Code 14200. Candidates residing outside California may be interviewed; however, the selected candidate must establish and maintain primary residency in California prior to appointment as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

This position supports the California Department of Public Health’s (CDPH) mission and strategic play by leading, coordinating, and executing comprehensive readiness efforts for the California State Payroll System (CSPS) project.

The Analyst III leads department wide CDPS readiness by directing high-impact project coordination, communication, training, business-process analysis, testing, and technical and reporting readiness. The incumbent serves as CDPH’s primary project manager and liaison with State Controller's Office (SCO), Agency Change Expert (ACE), and Department Action Readiness Team (DART), supporting change-management and stakeholder engagement throughout implementation. This includes coordinating communication, monitoring readiness, and overseeing funding-tracking activities.

The Analyst III supports operational preparedness and operational efficiency by coordinating readiness efforts, ensuring system accuracy, reinforcing communication and training strategies, and collaborating with leadership and technical partners to enable successful department wide change.

The incumbent works under the general direction of the Manager II, Chief of the Employee Relations and Resource Branch (ERRB).

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
