Program Manager, Strategic Integration - DOI Indian Affairs, Office of the Chief Financial Officer (Contingent on Award)

Location and schedule
  • Remote / work-from-home or Heartland site, CONUS. Occasional travel to Indian Affairs locations as required.
  • Duty hours: 8:00 a.m. to 5:00 p.m. Eastern Time, Monday–Friday, Federal holidays off. Occasional evening or weekend support during year-end close, audit, or leadership events.

The Role

Indian Affairs OCFO supports financial stewardship for the Bureau of Indian Affairs, the Bureau of Indian Education, and the Bureau of Trust Funds Administration - organizations that serve 575 federally recognized Tribes and approximately 1.9 million American Indian and Alaska Native people. OCFO's six divisions run accounting operations, financial reporting, financial systems (FBMS and S/4

HANA), acquisitions and grants, and internal evaluation.

You will be one of two Key Personnel Program Managers. You are the enterprise integrator: the person OCFO leadership looks to for real-time visibility of work, risk, and cross-division dependencies, and the person who turns fragmented activity into a single coordinated operating cadence. Your counterpart (Program Manager, Analytics / AI / Process Modernization) owns dashboards, automation, and SOP design. You own the leadership interface, the program tracker, the issue log, and the weekly-to-quarterly reporting drumbeat.

What

You Will Do
  • Stand up and maintain a consolidated program tracker covering milestones, tasks, suspense dates, blockers, risks, and division-level dependencies across all six OCFO divisions.
  • Give OCFO leadership real-time visibility of workflows, risks, priorities, and interdependencies so issues are seen early and decided with facts.
  • Run the cross-division operating cadence - planning sessions, working groups, action meetings - with agendas, materials, committed owners, and follow-through.
  • Serve as the coordination point for policy updates, audits, modernization initiatives, AI-readiness work, and special projects so messages and timelines stay consistent.
  • Identify bottlenecks, role/access failures, unmet dependencies, and recurring breakdowns; drive root-cause analysis with division staff and your counterpart; log issues, actions, aging, and closure.
  • Escalate unresolved items with recommended actions, not problem statements. Flag cascading risk to financial reporting, systems readiness, grants management, or internal evaluation.
  • Produce the executive communication suite: daily micro-updates when required, weekly action/risk/status reports, monthly performance summaries, and quarterly strategic reviews.
  • Draft leadership‑ready talking points, decision memos, briefing decks, and risk registers. Coordinate inputs across divisions and verify facts before anything reaches a Deputy CFO‑level audience.
  • Prepare OCFO for audits, reviews, and strategic engagements by synchronizing data, tasks, and briefing materials from multiple divisions.
  • Liaise with contracting officers, financial specialists, system administrators, and other contractors without directing their work.
