Location: New York
ICF's Disaster Management (DM) Division seeks a fully developed Disaster Mitigation and Resilience Consultant to support our growing portfolio of nation-wide hazard mitigation planning, federal grant assistance and floodplain management projects. This position is Remote U.S. with up to 25% travel. Non-managerial level. This position will have multi-faceted responsibilities related to project technical delivery and client engagement. A successful candidate will be equipped to lead the day-to-day delivery of assigned tasks, including but not limited to benefit-cost analysis and data analysis for risk and vulnerability assessments, policy research and analysis, grant writing, and writing for technical assessments.

Compensation:
While the range below is broader for career development, this position will offer a base salary $60 to $75K, firm. Offer based on % of job description match and location.
- Execute tasks related to open-source policy research, document reviews and data analysis to support local hazard mitigation planning and grant application development.
- Scope and management resilience and hazard mitigation grants in accordance with policy requirements, guidelines, and best practices.
- Support technical leads with developing hazard mitigation and long-term recovery and resilience strategies, including grant funding roadmaps for project implementation.
- Develop first drafts of written products (e.g., grant applications, grant funding strategies, checklists, reports, etc.) and tools (e.g., dashboards, etc.) to support the design and implementation of client projects.
- Develop agendas and presentations to clients and other contractors to support project implementation activities.
- Assist with business development activities, including proposal writing, white papers, opinion pieces, and other marketing support.
- Bachelor’s degree in Planning, Public and/or Environmental Health or Policy, Economics, or similar field.
- 2+ years of experience conducting research, performing data analysis, and developing products such as state and/or local policy reviews, resilience or mitigation planning documents, standard operating procedures, and grant applications.
- 2+ years of experience writing and managing "federal resilience or mitigation grants". Please list these specific hands-on work grants on the resume for the company employed by.
- Able and willing to travel (flight and vehicle) for program needs as directed.
- Must have a valid U.S. Driver's License and can successfully pass a Motor Vehicle Records (MVR) check.
- Master’s degree in Planning, Public and/or Environmental Policy, Economics, or similar field.
- Experience with EPA State Revolving Fund (DWSRF/CWSRF), FEMA Hazard Mitigation Assistance (e.g., HMGP, FMA, BRIC) or HUD CDBG-DR and/or MIT programs, including experience using the FEMA BCA Toolkit.
- Grant writing and grant management experience for complex infrastructure projects or housing programs, including water, infrastructure, and other critical infrastructure projects.
