AttainX is seeking a Business Analyst II to support the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Critical Infrastructure Collaboration Platform (CICP). This position combines business and systems analysis with financial analysis to support business objectives, system improvements, and informed decision-making. The analyst serves as a liaison between users and IT teams, documents requirements, and evaluates financial information.
This role receives direction in several aspects of the work while gaining exposure to complex assignments.
Education Requirements:
- Bachelor's degree; a degree in business, finance, accounting, information systems, or a related field is preferred.
- 2-4 years of related experience in business systems analysis, requirements analysis, financial analysis, or a combination of these areas.
- Experience gathering user needs and documenting system requirements, scope, objectives, workflows, and specifications.
- Ability to translate business needs into functional and nonfunctional requirements, user stories, and acceptance criteria.
- Experience analyzing financial data, reconciling projections and actual results, and preparing reports and recommendations.
- Working knowledge of financial modeling, forecasting, scenario analysis, and spreadsheet or analytical tools.
- Understanding of financial reporting, organizational financial policies, standards, controls, and applicable regulatory requirements.
- Familiarity with agile delivery, requirements traceability, change impact analysis, and system development and implementation.
- Strong analytical, documentation, and communication skills; ability to collaborate with technical staff, finance personnel, and business users.
- Ability to handle sensitive information, follow established procedures, and accept periodic direction;
Federal or DHS/CISA experience is preferred.
- Review, analyze, and evaluate user needs through interviews, workshops, and document reviews; identify systems solutions that support overall business strategies.
- Document system requirements, define scope and objectives, and create specifications that guide system development and implementation.
- Serve as a liaison between IT teams and users; clarify business and technical needs, resolve requirements questions, and communicate proposed changes.
- Map current and future workflows, identify gaps, and develop user stories and acceptance criteria with stakeholders and delivery teams.
- Maintain requirements repositories and traceability; assess change impacts and support backlog refinement, testing, and validation of delivered capabilities.
- Support system assessments and modernization planning; document dependencies, technical debt, options, costs, benefits, risks, and milestones.
- Analyze and interpret financial data to advise stakeholders, support strategic decision-making, and help achieve business objectives.
- Review financial reporting, budget tracking, resource tracking, cost-benefit analysis, operations, and transactions for compliance with organizational and applicable regulatory financial policies, standards, and controls; identify and elevate discrepancies.
- Use financial models and analytical tools to measure and forecast the effects of economic scenarios, risks, and business changes.
- Track variances between financial projections and actual results; investigate differences and recommend adjustments or process improvements.
- Prepare cost-benefit analyses, forecasts, dashboards, and management reports that connect financial findings with business and system decisions.
