Proposal Manager

The Proposal Manager is responsible for leading the development, coordination, and submission of high-quality, compelling proposals in response to Requests for Proposals (RFPs), Requests for Information (RFIs), and other bid solicitations. This role involves managing cross-functional teams, setting timelines, ensuring compliance with client requirements, and aligning proposal content with the organization's strategic goals. The Proposal Manager oversees all phases of the proposal process, from initial analysis to final delivery, ensuring accuracy, consistency, and competitiveness of the submission.

Salary Range: $90,000-$115,000/annual

- Leading the full bid lifecycle for assigned projects, from initial pre-qualification through to contract award across multiple concurrent efforts.
- Thoroughly assess bidding documents including Requests for Proposal (RFPs)/Requests for Quotation (RFQs)/Invitations to Bid (ITB) to ensure compliance and responsiveness.
- Data entry and updating/maintaining company proposal management platform through all stages of bid development
- Develop and manage compliance matrices and proposal schedules.
- Track and assess RFP/RFI/RFQ amendments and disseminate to proposal contributors.
- Coordinate data collection from internal team including estimating and operations staff.
- Coordinate cross-functional teams and facilitate proposal meetings.
- Draft and refine proposal content, including management plans, past performance, and resumes.
- Develop/compile accurate and complete proposal content with strict adherence to RFP requirements
- Ensure all deliverables are correct and error-free, including grammar, spelling, and RFP compliance.
- Format and submit final bids/proposals on time; support debriefs and closeout activities.
- Create and maintain proposal library materials including past performance information and staff resumes.
- Proficient with the American English language (composition, spelling, grammar, and punctuation)

- Bachelor’s degree in Marketing, Communications, Public Relations, Journalism, Business, Sciences, or Construction-related industries.
- Experience in responding to RFPs, requests for quotations (RFQs), and government inquiries about the company's capabilities.
- Minimum 3 years of experience as a proposal manager in the commercial, municipal, and/or federal construction industry.
