Job Description & How to Apply Below

The Senior Acquisition SME is the principal contractor advisor to OCPO, strengthening acquisition planning, stakeholder engagement and coordination between OCPO and HUD Program Offices. You will facilitate stakeholder discussions, advise Contracting Officers, spot procurement challenges early, and help acquisitions move on time.

This is a support role. All acquisition decisions, contractual authority, and inherently governmental functions stay with authorized Government personnel. Your work products are recommendations, analyses, and preliminary drafts for Government review.

Key Responsibilities

Stakeholder engagement and meeting facilitation

  • Lead and facilitate acquisition coordination meetings with Program stakeholders, as authorized by the Government.
  • Serve as a primary contractor liaison between OCPO and Program Offices for acquisition planning and coordination.
  • Prepare agendas, facilitate discussions, document action items, and track open acquisition issues to resolution.
  • Work with stakeholders to identify acquisition priorities, clarify requirements, and communicate expected procurement milestones.
  • Recommend ways to improve stakeholder engagement, communication, and acquisition coordination.

Acquisition advisory and technical support

  • Provide senior-level acquisition advice to Contracting Officers (COs).
  • Research acquisition questions and recommend approaches consistent with the FAR, HUDAR, and HUD policies and procedures.
  • Help Government personnel weigh acquisition strategies, identify procurement risks, and develop recommended courses of action.
  • Provide technical input on acquisition planning, requirements development, and procurement execution.
  • Identify acquisition challenges and recommend practical solutions that improve efficiency and timeliness.

Internal acquisition coordination

  • Help OCPO personnel prepare for acquisition discussions with stakeholders.
  • Review questions and concerns referred by Government personnel and provide preliminary analysis and recommended approaches.
  • Help COs frame clear questions, identify potential solutions, and prepare recommendations for Government consideration.
  • Track unresolved acquisition issues and give status updates and recommended next steps to designated Government personnel.

Customer-facing acquisition support

  • Support communication and collaboration between OCPO and program stakeholders in a customer-facing advisory role.
  • Help stakeholders understand acquisition processes, documentation requirements, procurement milestones, and timelines.
  • Facilitate discussions that surface acquisition planning concerns, clarify requirements, and resolve open issues on time.
  • Recommend improvements to acquisition planning, stakeholder responsiveness, and customer service.
  • Develop communication materials, meeting summaries, acquisition status updates, and stakeholder briefings.
Required Qualifications
  • Bachelor's degree in business, public administration, contracting, law, or a related field.
  • 10 or more years of Federal acquisition experience, including at least 5 years advising Contracting Officers or acquisition leadership on complex procurements.
  • Federal Acquisition Certification in Contracting (FAC-C) Professional, or the former FAC-C Level III or DAWIA Contracting Level III.
  • Working knowledge of the FAR, HUDAR, and the full acquisition lifecycle, from acquisition planning and market research through award, administration, and closeout.
  • Experience facilitating meetings with senior program stakeholders and translating acquisition requirements for non-acquisition audiences.
  • Strong written communication, including agendas, meeting summaries, status updates, and briefings.
  • Ability to protect procurement-sensitive, source-selection, and Privacy Act information and to stay within contractor support boundaries.
  • Ability to obtain HUD system access, including any background investigation the Government requires.
Preferred Qualifications
  • Prior service as a warranted Federal Contracting Officer.
  • Experience supporting HUD OCPO or another civilian agency's chief procurement office.
  • Master's degree in business, public administration, acquisition, or law.
  • Experience improving acquisition planning, procurement administrative lead time (PALT), or customer service across program offices.
  • Familiarity with Federal acquisition systems, electronic contract files, and acquisition workload tracking.
  • Experience producing Section 508-compliant documents and briefings.
