DESCRIPTIONEarly Head Start Child Care Partnerships, part of SAL Community Services, is the Quad Cities areas leading provider of early childhood care. We provide a safe, secure and supportive environment centered on how playing can charge the mind of the children we care for.
The Home Visiting Manager for Early Head Start and the Illinois Department of Human Services oversees the planning, implementation, and evaluation of both programs. This position ensures that services are delivered in compliance with federal, state, and local regulations, as well as grant requirements for the Early Head Start Home Based option and Illinois Department of Human Services Home Visiting. The Home Visiting Manager provides leadership and support to home visiting staff, fostering an environment of continuous improvement and ensuring high‑quality services for families.
You will:
- Develop, implement, and monitor the Early Head Start and Department of Human Services home visiting program to ensure compliance with all regulations and standards.
- Establish program goals and objectives in alignment with the organization’s mission and Early Head Start/Illinois Department of Human Services standards and grant requirements.
- Prepare and manage the Illinois Department of Human Services budget, ensuring efficient and effective use of resources.
- Oversee the development and implementation of family engagement strategies to enhance parent involvement and support family well‑being.
- Collaborate with community partners and stakeholders to enhance program services and resources available to families.
- Share a love for children and a passion for helping them learn, grow, and thrive;

Education and ExperienceRequired:
Bachelor’s Degree from an accredited college or university in Early Childhood Education or Child Development or a related field. At least five years in early childhood education, home visiting or related field.
Preferred:
Master’s degree in early childhood education or related with experience in Head Start/Early Head Start Programs.
