Network Specialist II - OSP Construction role:
You coordinate, plan, and supervise outside plant field construction and splicing operations in multiple locations and states. Depending on workload, you may supervise consulting resources in the engineering and/or construction phase of projects. You work closely with representatives from Network Operations, associate managers, consultants, design engineers, and construction contractors to ensure company needs are met. You implement fiber and HFC networks while conforming to existing TDS OSP guidelines and standards and stay current with NESC codes.

You may assist in engineering the OSP project, creating labor, material, and overhead estimates.

You oversee numerous construction projects across multiple locations, monitor costs and progress, and work with governmental agencies to protect the TDS OSP network from proposed road improvements. Negotiations with municipalities and other utility companies may be required for purchase, lease or sale of inner ducts, fiber or complete networks.

This position can work remotely; however, the ideal candidate will reside in or be within a reasonable commuting distance of Wausau, WI.

This position can be hired at a Network Specialist I - OSP Construction or Network Specialist II - OSP Construction level depending on the skills and qualifications of the candidate. Separate job postings outline the minimum requirements for each role. Please review both postings and apply to any level for which you are qualified and interested.

Responsibilities
  • Coordinate OSP projects and supervise consultants responsible for coordinating outside plant field construction and splicing operations in multiple locations and states. Provide technical support for special request projects such as major road moves or potential on‑net builds. Work with Finance to ensure proper accounting of facilities placed and interact with the legal department to mitigate asset transfer risks. Assist in engineering phase of projects, creating labor, material and overhead cost estimates.
  • Provide audits of OSP projects and coach consultants and/or contractors to ensure accuracy and consistency. Audits ensure compliance with National Electrical Code standards and current TDS OSP standards.
  • Review all required reports from field personnel and contractor invoicing for accuracy. Manage construction projects by reviewing quality of work, clean‑up resolution, proper maintenance of project documentation and continual review of project progress.
  • Ensure that the TDS OSP group complies with Sarbanes‑Oxley guidelines and collaborates with Network Operations, Network Planning, Rights‑of‑Way and Contract Administration. Conduct pre‑staking, pre‑bid and pre‑construction meetings as required. Verify that proper right‑of‑way, easements and permits are obtained and designs for proper cable sizing and facility routing are prepared.
  • Verify that all documentation required to complete projects successfully, including Bid Jobs, Build orders, Job Start Agreements, VMOPs and close‑out documentation is complete.
Qualifications

Required Qualifications:

  • Bachelor's degree (or higher) – OR – 4+ years professional work experience.
  • 4+ years experience in Voice, Data, or Video networking.
  • 4+ years experience in OSP Construction and/or Engineering (fiber, copper or coax) – OR – related Utility/Municipal Construction and/or Engineering – OR – Construction Project Management experience.
  • Must have and maintain a valid driver's license, reliable transportation and insurance.

Other

Qualifications:

  • Experience with underground, aerial and/or new plant construction preferred.
  • Fiber optic implementation experience.
  • Excellent leadership, customer relations and communications skills.
