About ApexApex Environmental & Engineering, Inc. is a growing heavy civil and environmental construction company serving public agencies, private developers, general contractors, and environmental organizations throughout California and the Western United States.
Our work includes mass grading, underground utilities, site development, water infrastructure, habitat restoration, levee and canal improvements, paving, emergency-response work, and environmentally sensitive construction.
We are looking for an experienced, detail-oriented Heavy Civil Construction Estimator to join our team full time.
Position SummaryThe Estimator will be responsible for reviewing project opportunities, preparing accurate and competitive estimates, developing scopes of work, coordinating subcontractor and supplier pricing, and helping Apex make informed bid/no-bid decisions.
This position requires someone who understands heavy civil construction means, methods, production rates, equipment, labor, materials, and project risks. The ideal candidate can independently manage an estimate from the initial plan review through final bid submission.
Required Software ExperienceApplicants must have working experience with:
- Red Team
- Spectrum
- Trimble Business Center
- Microsoft Excel, Outlook, and related Microsoft Office programs
Applicants without experience using the required estimating and construction software may not be considered.
Primary Responsibilities- Review plans, specifications, geotechnical reports, addenda, and contract documents
- Prepare complete estimates for heavy civil and environmental construction projects
- Perform earthwork and quantity takeoffs using Trimble Business Center
- Develop labor, equipment, material, subcontractor, and trucking costs
- Solicit and evaluate subcontractor and supplier proposals
- Prepare detailed scopes of work and identify scope gaps
- Develop project schedules, production assumptions, and mobilization plans
- Identify project risks, exclusions, clarifications, and potential change-order issues
- Attend pre-bid meetings and project site walks
- Coordinate with project managers, superintendents, field personnel, and company ownership
- Prepare and submit bids in accordance with solicitation requirements
- Maintain estimating records, historical pricing, production data, and bid results
- Assist with project turnover from estimating to operations
- Track bid opportunities and follow up on submitted proposals
- Participate in bid/no-bid evaluations and workload planning
- Five or more years of heavy civil construction estimating experience
- Experience estimating projects involving:
- Mass excavation and grading
- Underground water, sewer, storm drain, and fire-water systems
- Aggregate base and paving
- Dewatering and temporary pumping
- Levee, canal, and water infrastructure
- Habitat restoration and environmental construction
- Public works and prevailing-wage projects
- Caltrans, federal, state, county, and municipal work
- Strong knowledge of construction equipment, production rates, crews, trucking, and material costs
- Ability to read and understand civil plans, specifications, soils reports, and contract documents
- Experience preparing estimates as both a prime contractor and subcontractor
- Familiarity with public bidding requirements, prevailing wage, certified payroll, and disadvantaged-business participation requirements
- Strong organizational and time-management skills
- High level of attention to detail
- Ability to manage multiple estimates and deadlines simultaneously
- Strong written and verbal communication skills
- Ability to work independently and take ownership of assigned pursuits
- Practical understanding of field operations and constructability
- Ability to identify risk without over complicating the estimate
- Valid driver’s license and ability to attend site walks when required
