Brief Summary of

Job Duties

Assist the Director and Associate Director in managing pre-design phases of major capital development projects. Independently manage pre-design phases of capital projects ranging from $35,000 up to over $200 million. Draft requests for qualifications, scope of work, and contract documents including professional services agreements. Analyze fee proposals and negotiate professional fees; manage project budgets and accounts. Prepare analyses, space programs, and plans to support the Long Range Development Plan.

Coordinate feasibility studies and programming phases for new capital projects.

Represent Capital Development in screening architects and design professionals. Serve as an advisor to Building Committees and ad hoc committees. Oversee and coordinate consultant deliverables including Detailed Project Programs and feasibility studies. Manage campus programming analyses with faculty and campus professional and facilities staff. Perform technical review of laboratory specifications and MEP systems.

Prepare Business Case Analyses and conduct alternative analysis in coordination with Financial Planning Analyst. Provide staff support for the annual Capital Financial Plan submittal. Advise senior administration, faculty, and students on space needs and capital planning. Provide expertise on space utilization, alternative uses, and future space needs. Develop forecasts and draft technical reports addressing space planning. Conduct planning and programming surveys and evaluate space standards.

Prepare documentation for campus and external project approvals. Draft Certified Checklists and backup documents for projects under delegated authority. Support private activity reporting in tax-exempt financed facilities.

Draft staff reports, Project Planning Guides, and Regents Items for project approvals. Coordinate with UC Office of the President (UCOP) on submittals and trends. Review project submissions for policy compliance and accuracy. Draft summary statements for project approval by Chancellor or designate.

Serve as primary campus user of Capital Project Database; maintain status reports and deliver monthly updates. Interface with Design & Construction Services on budget and schedule tracking.

Required Qualifications
  • Bachelor's degree or foreign equivalent in Design (Interior), Planning, Architecture, or related field.
  • Five (5) years of experience as an Interior Designer, City Planner, Facilities Project Leader, or other planning-related occupation.
Must also have experience with the following
  • Facilities space planning, programming, and design.
  • Planning or design for research and laboratory facilities and infrastructure.
  • Planning or design for educational institutions.
  • Managing architecture firms and participating in the hiring process.
  • Working with teams of architects, engineers and other subconsultants.
  • Working with a variety of stakeholders, including executives and professional staff.
  • Managing committees and meetings with executive and professional staff.
  • Collaborating with project clients and user groups.
  • Working on major capital projects ($1 million+).
  • Building Code compliance.
  • Working with LEED buildings.
  • Writing programming and project documents.
  • Managing and organizing large spreadsheets and data.
  • Specialized software applications:
    AutoCAD, Visio, and Excel.
