Dean of Counseling Programs and Services

Under the direction and supervision of the Vice President of Student Services, the Dean leads and manages the development, coordination, and supervision of counseling programs and services for the District, including disabled student programs, career and transfer center, student equity and achievement program, and matriculation. The position is a 12‑month academic management role.

Responsibilities
  • Provides leadership, administers, and directs the District’s comprehensive counseling services and programs.
  • Develops, implements, and evaluates counseling programs and services to promote efficient, effective matriculation and culturally inclusive support.
  • Leads budgeting, curriculum, strategic planning, and new technology initiatives related to counseling services.
  • Coordinates liaison activities with college and feeder schools, and manages counseling components of the District’s matriculation plan.
  • Manages budget preparation, monitoring, and reporting for the counseling services area.
  • Facilitates development of new programs, program review cycles, and required publications for the college catalog and class schedules.
  • Supports staff development, orientation services, and degree/certificate documentation for counseling staff.
  • Promotes equity and inclusive practices, reviewing policies and recommending changes to support diverse populations.
  • Participates in selection and evaluation of division personnel, and serves on campus committees.
  • Engages in enrollment management planning and coordinates with enrollment services and financial aid.
  • Maintains compliance with District policies, state and federal regulations, and collective bargaining agreements.
Minimum Qualifications
  • Master’s degree in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work, or equivalent.
  • One year of formal training, internship, or leadership experience related to this assignment.
  • Effective written and oral communication skills in English.
  • Interest in the community college setting and ability to work as part of an administrative team.
  • Experience with technology in administrative practice and supervision of a complex educational department.
  • Qualification for a current Citrus College Faculty Service Area (FSA).
  • Demonstrated sensitivity and respect for diverse student, faculty, and staff populations.
Preferred Qualifications
  • Doctorate degree.
  • Two years of leadership and management experience in a shared governance environment, preferably in a community college counseling office or student services program.
  • Experience in budget development, personnel selection, program planning, and review processes.
  • Collaboration with campus and community stakeholders to advance student success, inclusive support, and equitable outcomes.
  • Knowledge of California Community Colleges programs and legislation related to counseling, AB 928, dual enrollment, and best practices in universal design and credit for prior learning.
Compensation and Benefits
  • Annual salary range: $181,613–$238,991, plus 2.5% for a verified doctorate.
