High School and Beyond Planning – Program Supervisor

1-year project position, full-time. Base location:
Olympia, Washington. May be eligible for partial to near full‑time telework. During initial six‑month training period, required in office 3 days per week. After training, may work from home on a flexible telework schedule. This is not a fully remote position.

Recruitment dates: 06/05/26 – 06/19/26

Annual salary: $86,612 – $101,898, depends on experience, education, and qualifications. Geographic differentials may apply. Washington State offers a generous benefit package, including health, dental, life insurance, retirement, and optional deferred compensation.

Position Overview

Position resides within Pathway Preparation and Title Programs division at OSPI and reports to Director, Graduation and Pathway Preparation. Provides statewide leadership and project management for high‑quality High School and Beyond Planning (HSBP) implementation, advancing equitable access to career and college readiness supports.

Key Responsibilities

The primary duties are to provide strategic leadership, timely communication, guidance, and resources enabling districts, schools, educators, and partners to deliver equitable, policy‑aligned high‑quality HSBP experiences.

Program Management
  • Lead, direct, and manage multiple simultaneous HSBP projects, including work plans, timelines, deliverables, risks, budgets, and partner coordination.
  • Support districts in implementing policies and practices that focus on closing opportunity gaps and advancing equitable access to meaningful HSBP.
  • Design, deliver, and expand HSBP‑specific professional development, role‑based platform training and partner‑specific learning opportunities.
  • Develop and distribute guidance, updates, tips, and communication resources; analyze data and stakeholder feedback to inform continuous improvement.
  • Manage instructional materials, HSBP implementation tools, office hours, technical assistance, and regular updates to webpages and resources.
Collaborative Leadership and System Support
  • Work with school counseling and cross‑agency partners to integrate HSBP within comprehensive student support systems.
  • Develop curriculum, FAQs, technical guides, and other resources for district and building leaders.
  • Establish connections with internal and external partners to ensure consistent messaging and embed HSBP content.
  • Support development of HSBP data tools and dashboards and evaluate effectiveness of strategies and funding.
Legislative, Data, and Implementation Support
  • Ensure timely completion of annual legislative processes, including bill analyses, implementation planning, fiscal notes, proviso reports, and related communication.
  • Manage HSBP implementation monitoring processes: milestone tracking, district communication, follow‑up systems, and feedback collection.
  • Use implementation data, survey results, and lessons learned to inform strategic planning and future training.
Communication, Technical Assistance, and Resources
  • Provide timely and responsive technical assistance to districts, schools, and partners.
  • Publish regular statewide updates, guidance, and resources through newsletters, webinars, office hours, and work groups.
  • Maintain and update HSBP webpages, FAQs, technical guidance, and communication tools.
  • Synthesize stakeholder questions and feedback to improve supports.
  • Coordinate with partners to identify emerging needs and refine HSBP resources and training.
External Partnerships
  • Liaise with internal and external partners, including districts, higher education, community‑based organizations, and statewide collaborators.
  • Represent OSPI in regional, statewide, and cross‑sector meetings to share updates, gather input, and strengthen coordination.
  • Collaborate with statewide partners on financial aid, college and career readiness, and related HSBP priorities.
Budget, Contracts, and Special Projects
  • Support budget development, expenditure recommendations, and contract management for statewide HSBP implementation and associated trainings.
  • Manage special projects tied to legislative requirements, platform rollout, and continuous improvement priorities.
