Job Overview
Program Officer, Instructional Design. This role supports the IRC’s subcontract work with the Office of Refugee Resettlement National Call Center and Sexual Abuse Hotline. The officer will design and deliver learning resources for call center staff, in collaboration with subject matter experts, in accordance with contractor requirements.
Key Responsibilities- Assist the subcontract team in executing call center staff training and development plans.
- Work with subject matter experts to conduct needs assessments, set objectives, and design content.
- Ensure training meets staff needs through iterative product development informed by learner feedback.
- Facilitate virtual and in‑person training sessions.
- Develop eLearning modules, job aids, and multimedia learning tools.
- Contribute to updates of the Call Specialist Handbook.
- Identify and implement educational technologies for training.
- Maintain training records for staff.
- Evaluate training efficacy and adjust materials accordingly.
- Support the established training plan.
- Reports to:
Deputy Director, Learning (Lead Training Specialist). - Works closely with subject matter experts and, when needed, with contractor and funder contacts.
- Bachelor’s degree in instructional design, education, or related field (or equivalent experience), with graduate degree highly desired.
- Minimum four years of experience creating and implementing training, technical assistance, capacity building, or educational programs.
- Fluent English (spoken and written); proficiency in Spanish highly preferred.
- Proven ability to develop training curricula, help documentation, and support materials.
- Strong understanding of instructional design principles, including adult learning theory.
- Instructional Design certification preferred.
- Experience with program monitoring and evaluation, data collection, and reporting.
- Familiar with webinar software.
- Excellent writing, editing, and presentation skills.
- Proficiency with MS Office suite.
- Capacity to work independently and meet strict deadlines in a fast‑paced environment.
- Creative problem‑solving and fast learning ability.
- Experience engaging with subject matter experts to build collaborative trainings.
- Excellent interpersonal communication skills, effective across multicultural contexts.
- Familiarity with ORR unaccompanied children programming a plus.
- Employment contingent on successful acquisition of a Tier2 Certificate of Public Trust background investigation.
Standard office and/or remote working environment. The role may require full‑time remote work; part‑time remote employees may need to share workspace.
CompensationSalary range: $70,000–$85,000 (U.S.) based on location, experience, and qualifications.
