Job Description Agency Dept of Health and Human Services Division Child Development Job Classification Title Human Services Planner/Evaluator III (NS) Position Number Grade NC18 About Us The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.
Description of Work This position is part of the Director's Office Policy Team and collaborates with all sections within the Division. The primary purpose of this position to assist in providing fiscal, policy, regulatory and legislative analysis for DCDEE in order to plan for agency/DCDEE program needs. The position also provides policy planning and coordination with the NC Child Care Commission.
A key responsibility for this position is to provide supervision to policy team members. Knowledge

Professional working knowledge of early childhood systems, early childhood programs and best practices for child development and early education Demonstrated experience analyzing policies and/or federal/state legislation Experience in data collection for policy, legislative, or fiscal analysis
* Experience in drafting policy recommendations and/or legislative reports Ability to establish and maintain effective working relationships with other state agencies, providers of services, advocacy groups and other organizations This position is funded in part through federal funds. This position will close at 1159 p.m. the night before the end date. About the Division Child Development and Early Education (DCDEE) The Division of Child Development and Early Education (DCDEE) implements quality standards for child care and increases access to families and their children across North Carolina.
NCGS 110-85 requires that the State protect children in child care facilities by ensuring that these facilities provide a physically safe and healthy environment where the developmental needs of the children are met and where these children are cared for by qualified persons of good moral character.
