Job Description

Massachusetts Connections Academy Commonwealth of MA Virtual School (MassCA) is a tuition-free virtual public school district that employs over 240 faculty and staff, serving approximately 3,000 students in Grades K–12 from cities and towns across Massachusetts.

As a new hire, you may be required to work at the MassCA main office located at 300 Foxborough Blvd Suite 100, Foxborough, MA for training. After successful completion of training, remote work will be added.

Position Summary

The Special Education Team Chairperson serves as an instructional and compliance leader within the Special Education Department. The Team Chairperson is responsible for coordinating and facilitating the special education process, ensuring compliance with federal and Massachusetts special education laws and regulations, and supporting staff, students, and families throughout the evaluation, eligibility, IEP development, and service delivery process.

The Team Chairperson oversees assigned caseloads of reevaluations, annual reviews, transition planning, and complex student cases. The position collaborates closely with general education administrators, special education staff, related service providers, families, and district partners to ensure students receive a Free Appropriate Public Education (FAPE) in the least restrictive environment.

The Team Chairperson also serves as an instructional leader by supporting effective implementation of specially designed instruction, progress monitoring, inclusive practices, transition services, and virtual service delivery.

Essential Duties and Responsibilities
  • Chair Team meetings, including Initial Evaluations, Reevaluations, Annual Reviews, Reconvenes, and other special education meetings as assigned.
  • Ensure compliance with IDEA, Section 504, FERPA, and Massachusetts Special Education Regulations (603 CMR 28.00).
  • Monitor and maintain compliance with evaluation timelines, annual reviews, progress reporting requirements, and IEP implementation.
  • Review and approve evaluation reports, eligibility determinations, IEPs, and related documentation.
  • Support staff in the development of legally compliant and educationally meaningful IEPs.
  • Maintain systems for tracking evaluations, annual reviews, progress reports, and special education timelines.
  • Coordinate and oversee the referral, evaluation, eligibility, and placement process.
  • Support special education staff in the implementation of specially designed instruction.
  • Collaborate with administrators and instructional leaders to promote inclusive practices and access to grade‑level curriculum.
  • Assist staff in analyzing student performance data to inform instruction and interventions.
  • Support implementation of evidence‑based instructional practices.
  • Provide coaching and guidance related to accommodations, modifications, progress monitoring, and curriculum access.
  • Promote high expectations and improved outcomes for students with disabilities.
  • Facilitate collaborative problem‑solving regarding student needs and educational programming.
  • Support complex cases involving attendance, engagement, behavior, mental health, medical concerns, transition planning, and placement.
  • Coordinate manifestation determination reviews and disciplinary procedures involving students with disabilities.
  • Participate in Student Support Team (SST), MTSS, and problem‑solving meetings.
  • Collaborate with families and outside agencies to support student success.
  • Coordinate transition planning activities for students ages 14–22.
  • Facilitate referrals to adult service agencies, including Chapter 688 referrals, when appropriate.
  • Provide support, guidance, and consultation to special education teachers, related service providers, and paraprofessionals.
  • Assist in onboarding and mentoring new special education staff.
  • Participate in staff evaluation processes as assigned.
  • Facilitate department meetings, professional learning opportunities, and compliance training.
