Position OverviewThis is an exempt position.
Reports toThis position reports to the Technical Lead and Program Manager for the assigned project.
Summary/ObjectiveThe Instructional Systems Designer (ISD) II in this role transforms complex technical information into training experiences that improve operational readiness, reduce performance gaps, and support modern Navy training objectives. Working within a multidisciplinary team, the ISD analyzes training requirements, develops instructional strategies, and collaborates with Subject Matter Experts (SMEs), software and systems engineers, multimedia developers, 3D artists, instructors, and customers to deliver engaging, performance-based learning solutions.
EssentialDuties

- Analyze customer requirements, job tasks, and performance data to identify instructional needs
- Design, develop, implement, and maintain instructional content following the ADDIE process
- Apply instructional design principles, adult learning theory, and performance-based methodologies
- Review technical manuals, engineering documents, and reference materials for content development
- Develop learning objectives, assessments, lesson plans, storyboards, and supporting artifacts
- Create scenario-based activities, exercises, and performance support materials
- Coordinate with SMEs and technical personnel to ensure accuracy and instructional effectiveness
- Produce and maintain Instructor Led Training (ILT) materials, Interactive Multimedia Instruction (IMI) courseware, trainee guides, tests, and documentation
- Support development of simulation-based or technology-enabled training solutions
- Participate in internal and customer reviews; incorporate required changes
- Ensure all training products meet Navy standards, NAVEDTRA guidance, contract requirements, and customer expectations
- Manage assigned tasks and deliverables to meet project schedules and milestones
- Bachelor's degree in Instructional Design, Adult Education, Educational Technology, Curriculum and Instruction, or a related field
- Minimum two years of experience designing, developing, or delivering instructional products
- Experience applying a systematic instructional design process
- Experience collaborating with multidisciplinary teams on technical or professional training projects
- Master's degree in Instructional Design, Adult Education, Educational Technology, Curriculum and Instruction, or a related field
- Experience supporting Department of Defense or Navy training programs
- Familiarity with AIM CPM/LOM and Navy instructional development standards

This position has no supervisory responsibilities.
Work EnvironmentThis role supports hybrid and/or remote work when authorized by program requirements and uses modern collaboration platforms (Microsoft Teams, etc.) to work with multidisciplinary teams across locations.
Physical DemandsThe physical demands are consistent with those of a typical office environment.
Position Type/Expected Hours of WorkThis is a full-time position. Employees are expected to work a standard 40-hour workweek, Monday through Friday. Core business hours are 9:00 a.m. to 3:00 p.m., during which employees are expected to be available for meetings and collaboration. Start and end times outside of the core hours may be adjusted with supervisor approval to support a flexible work schedule while meeting project and customer requirements.
TravelTravel may be required, typically one to two trips annually, with each trip lasting approximately one to two weeks.
