Position: Head Start Program Manager

Position Summary: The Program Manager serves as a role model for all the staff, children, and parents. They support center staff to provide all children a safe, nurturing, engaging, enjoyable, and secure learning environment in order to help them gain their awareness, skills, and confidence necessary to succeed in their present environment and deal with later responsibilities in school and in life.

The Program Manager is responsible to, and under the direct supervision of, the Head Start/Early Head Start Director or their designee.

Responsibilities:

  • Administer content area, as specified in system
  • Provide weekly supervision and support through TEAMS, phone calls, emails, or site visits and monitor the implementation or services, including nutrition, in the fall and spring.
  • Ensure all assigned program staff have received position specific training in content areas, as applicable.
  • Ensure all assigned program staff have necessary resources and have a set schedule with their assigned coach as established in coaching hierarchy, to implement Head Start Program Performance Standards, and program best practices.
  • In conjunction with Health Services Coordinator ensure assigned Centers health and developmental screenings, exams and follow ups are completed as necessary by center staff.
  • Ensure centers are working towards achievement of Program Goals.
  • Ensure venters are conducting recruitment of eligible families, including children with disabilities, maintaining a wait list.
  • Ensure all center based and home-based home visits, group socializations, and other activities are developmentally appropriate.
  • Attend Central Office, strategic planning, Health Services Advisory Committee and other informal support services meetings.
  • Coordinate program technology, with assistance of Quality Assurance Coordinator, by ensuring maintenance of equipment and systems and assisting with the coordination of training as needed.
  • Ensure policies and procedures for content area are updated and provide input on forms and handbooks as requested.
  • Ensure paperwork, VCP, Non-Federal match, etc. is accurate and submitted by established due date.
  • Be actively engaged in all Head Start and Early Head Start activities and model appropriate behavior.

Tasks and Duties:

  • Develop and provide Content area training and ongoing training as need for all staff.
  • Ensure all center and home-based programs assigned implement the High Scope and Hawaii Early Learning Profile curriculum and implement the Child Observation Record, r Kinder Charts to document child outcomes through anecdotal notes and other documentation.
  • Ensure assigned centers are implementing content area training including: classroom implementation, parent and community engagement/collaborations, parenting education/curriculum, disabilities, recruitment, challenging behaviors, and parent's rights and responsibilities for.
  • In coordination with Deputy Director, ensure 1st year teaching staff have the opportunity to shadow another classroom teacher either prior to starting or within the first 30 days, to the extent possible.
  • In coordination with Quality Assurance Coordinator ensure assigned centers/sites are implementing the requirements.
  • Ensure data entered into center/site monitoring tools, date system and other reports is accurate.
  • Assist with the community assessment process to ensure in-depth compilation every 5 years and updates annually.
  • Ensure center staff completes their annual self and community assessments accurately.
  • Complete performance appraisals in conjunctions with Center Directors with input from other Program Managers with content area, if applicable.
  • Ensure centers are partnering with local United Ways, community chests, foundations, and early childhood coalitions, as applicable.
  • Administer progressive corrective action for assigned staff, if necessary.
  • Perform other duties as assigned by the Head Start/Early Head Start Director or their designee.
  • Create and maintain all program social media and marketing information and sites,
  • Assist in preparing data and information for Policy Council, Advisory Meetings, and Trainings.

Education Requirements:

  • High School Diploma or GED
  • Ability to establish and maintain an effective relationship with Head Start families, other agency employees and the general public.
  • Basic computer skills.
  • Ability to provide leadership to classroom staff, parents/guardians and classroom volunteers.
  • Obtain and maintain current required Teacher certifications.
  • Ability to establish and maintain an effective working relationship with the general public and agency employees.
  • Must keep all agency matters confidential.
  • All Head Start employees are expected to abide by the Standards of Conduct.
