Re-Advertisement UN Women: Consultant to Co-Lead Development and Delivery WPS Training Indonesia's

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Indonesia is currently implementing BRIDGES 4 PEACE project, a two-year (2026–2028) regional initiative implemented in Indonesia, Malaysia, the Philippines, Timor-Leste and Vietnam, supported by Canada's Military Training and Cooperation Program (MTCP). The initiative advances the Women, Peace and Security (WPS) agenda within defense institutions, connecting it to emerging security issues and strengthening civil‑military engagement across the region.

Under activity 1, the project seeks to strengthen defense institutions and military forces’ understanding and operationalization of the WPS agenda. In Indonesia, UN Women is undergoing a rapid assessment to serve as a baseline reference to inform efforts aimed at strengthening the implementation of WPS agenda within Indonesia’s Defense sector. The assessment, undertaken by UN Women with its research partner, Laboratorium Indonesia 2045 (LAB
45), will examine how gender and the WPS agenda are reflected in relevant policies, institutional arrangements, planning, training and operations, including disaster response and peacekeeping. It will document good practices, identify gaps and capacity needs, and propose realistic institutional entry points in support of the Government of Indonesia’s commitment to implement the WPS Agenda, particularly in the defense sector.

In parallel, UN Women Indonesia now seeks to engage an individual consultant to lead a national WPS training, from the material development to delivery and final reporting. Consistent with the project's participatory approach, rather than drafted by the consultant alone, the training content is to be developed through a co‑creation workshop bringing together representatives from the Ministry of Defense (MoD), and the Indonesia Armed Forces Peacekeeping Mission Center’s (PMPP TNI) particularly from the human resource management, training and research centre as well as gender focal points, civil society organizations (CSOs), research institutions and academia.

The curriculum should be aligned with the rapid assessment’s findings on the gaps and capacity needs, notably gender integration in Defense governance, women's leadership and participation, peacekeeping/training systems, and gender dimensions of disaster response.
