Market & Policy Manager

New Energy Equity is seeking a Market & Policy Manager to drive our market evaluation, regulatory strategy, and policy advocacy nationwide. Reporting directly to the Vice President of Policy, this role sits at the intersection of regulatory affairs, market intelligence, and project finance. You will evaluate state community solar frameworks, analyze regulatory dockets, assess project economics, and build relationships with lawmakers, regulators, and industry partners to advance favorable clean energy policies.

Working closely with cross-functional teams across Development, Legal, and Finance, you will translate complex policy and market developments into clear, actionable business strategies that directly guide where and how New Energy Equity expands its footprint. We are open to remote work for qualified candidates, though hybrid is preferred for candidates located near one of our four offices:
Boulder, CO;
Roseville, MN;
Annapolis, MD; or Horseheads, NY.

Responsibilities:
  • Monitor and evaluate solar markets nationwide to identify emerging policy, regulatory, and market developments, and execute market and policy priorities under the direction of the Vice President of Policy.
  • Develop and maintain deep knowledge of state community solar markets, including legislation, regulatory requirements, program structures, utility tariffs and rates, incentives, tax credits, renewable energy credits, interconnection requirements, and other factors that impact project development and economics.
  • Track and analyze state-level regulatory dockets, pending legislation, stakeholder working groups, utility proceedings, and other relevant policy activity to identify risks, opportunities, and changes that may affect existing or emerging community solar markets.
  • Synthesize complex policy and market information from multiple sources into clear, actionable summaries and recommendations for the Policy team, New Energy leadership, and internal project teams.
  • Assess the financial implications of market and policy developments, gathering key inputs such as customer compensation, utility rates, incentives, REC values, program costs, and other revenue and cost factors to inform project finance analysis and financial modeling of emerging community solar markets.
  • Identify, evaluate, and recommend new market opportunities by integrating policy, regulatory, market, and financial considerations to determine where New Energy should prioritize market development efforts.
  • Support the development and execution of policy strategies in priority markets, including conducting market research, developing policy positions, coordinating internal stakeholders, and executing initiatives at the direction of the Vice President of Policy.
  • Assist in drafting and filing regulatory comments, testimony, and other policy submissions consistent with the objectives and priorities of the Policy team.
  • Represent New Energy in meetings with lawmakers, regulators, utilities, industry organizations, and other stakeholders, including travel to priority markets, to advocate for policies and programs that support the development of community solar.
  • Build and maintain relationships with key external stakeholders and use those relationships to develop market intelligence, build consensus around policy solutions, and advance favorable community solar policies and programs.
  • Participate in industry organizations, working groups, conferences, and other forums to stay informed of emerging policy and regulatory developments, identify opportunities for collaboration, and advocate for improvements to community solar programs.
  • Communicate market and policy findings effectively to New Energy leadership, the Policy team, and internal project teams, including providing regular updates on material developments, opportunities, risks, and recommended actions.
  • Collaborate cross-functionally with Development, Project Finance, Legal, Engineering, and other internal teams to translate policy and regulatory developments into actionable market and project-level implications.
  • Maintain organized and current market intelligence and policy resources to support ongoing market evaluation, strategic decision-making, and institutional knowledge across the organization.
Requirements:

Required Qualifications

  • 4+ years of relevant professional experience in renewable energy, solar, energy policy, regulatory affairs, utility regulation, government affairs, market development, or a related field.
  • Demonstrated experience analyzing state energy policy and regulatory frameworks, including legislation, regulatory proceedings, utility programs, tariffs, incentives, and renewable energy markets.
  • Strong understanding of the U.S. solar industry, with direct experience in community solar, distributed generation, or other customer-sited renewable energy programs strongly preferred.
