Salary: $68,081 – $107,090 per year (GS‑9 – 11)

- Observe and investigate all construction phases to ensure compliance with contract schedules, specifications, and shop drawings.
- Investigate need for contract change orders, controversies, and other matters that could lead to formal claims by the contractor.
- Review and analyze plans and specifications to assess feasibility prior to start of work.
- Monitor the contractor safety program for compliance.
- Assist in negotiating field changes.
- Confer with contractor’s staff to settle disputes and disagreements on‑site.
- Subject to suitability or fitness determination based on a completed background investigation.
- Male applicants born after December 31, 1959 must complete a Pre‑Employment Certification Statement for Selective Service Registration.
- One‑year trial/probationary period may be required.
- Proof of U.S. citizenship required.
- Pre‑employment physical exam required due to the physical requirement of the position.
- Must be willing to travel 25% of the time.
- GS‑9 Specialized
Experience:
One year of specialized experience equivalent to the GS‑08 level, inspecting construction methods and materials, determining acceptability, and explaining standard requirements of plans and specifications to contractors. - GS‑10 Specialized
Experience:
One year of specialized experience equivalent to the GS‑09 level, performing Quality Assurance and surveillance of assigned construction projects normally involving more than one project at a time with moderate complexity, reviewing, advising, and evaluating contractors. - GS‑11 Specialized
Experience:
One year of specialized experience equivalent to the GS‑10 level, scheduling and providing Quality Assurance coverage of multiple simultaneous construction projects ranging from basic to highly complex, extensive knowledge of engineering and surveying methods. - Direct deposit of pay is required.
- Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
