The rapid growth of AI and digitalization is fueling unprecedented demand for data centers that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largest gas fired power generation facilities in the U.S.

This project is of significant scale and complexity, and our team is helping the customer progress early-stage development, that would lead to the start of full EPC delivery next year. The candidate may start in the home office in Reston, VA or Houston, TX, as single status, to support preconstruction planning, ahead of project mobilization to the field when the candidate will locate on a long‑term assignment to Pecos, TX.

In this role, you will be responsible for estimating, analysis and control activities for projects with significant non‑routine requirements or for cost activities which require a high degree of technical skill. You will prepare cost studies, review cost trends, and develop and implement project requirements for cost control. Your detailed analysis will provide innovative solutions to cost engineering challenges.

• Performs generally non‑routine cost estimating, analysis, and control activities.
• Coordinates the implementation of cost monitoring and control standards, techniques, systems, and reports.
• Coordinates the development and accuracy of cost reports.
• Verifies consistency with previous reports to ensure compatibility and consistency.
• Prepares specific budgets in accordance with prescribed standards and procedures.
• Investigates the requirements for estimating and/or cost control data.
• Collects and classifies cost data.
• Performs budget allocation and reporting/cost control regime for specific construction discipline or group of disciplines.
• Identifies cost trends for management attention.
• Prepares cost studies using historical data, statistical analysis, and cost and quantity comparisons.

Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.

• Demonstrated experience in executing, monitoring, and evaluating cost engineering activities, including cost estimation, cost control, and cost analysis.
• Experience performing cost trend estimates in support of project cost trend programs.
• Outstanding oral and written communication skills.
• Thorough knowledge of financial reporting systems and controller account codes, as well as a solid understanding of relevant Controller instructions that affect Project Controls.
• Competent in engineering, procurement, contracting, construction, and startup processes, in accordance with Bechtel's operational standards.
• Experience reviewing designs and specifications for cost effectiveness and suggests alternatives when appropriate.
• Experience with preparation of cost studies utilizing historical data, statistical analysis, and cost and quantity comparisons. Develops innovative new techniques to meet specific needs, as required.
