Job Overview
The Office of Capital Programs within the Finance, Technology & Analytics Administration (FTAA), Department of Social and Health Services (DSHS) has an opportunity for a design and construction professional.

You will apply sound professional judgment to manage design agreements and construction contracts. Serving as a Public Works Contracting Officer, you will oversee all phases of project delivery, including consultant selection, design, construction, and project closeout. You will also act as a key liaison with institutional program and maintenance staff to ensure capital projects are delivered on scope, on budget, and on schedule.
Projects may be located at any of the Department's hospitals, residential habilitation centers, institutions, or community facilities located across the state. Our construction projects vary in complexity and may range in cost from $25,000 to $30 million.
Work Schedule:
This position offers flexible hybrid remote work (3 days per week onsite at designated office and 2 days per week remote work).
- Act as principal project manager for assigned capital projects.
- Oversee the selection of architectural and engineering consultants.
- Plan, facilitate, and direct all phases of assigned projects, including program development, design, and document reviews, solicitation of bids, contract award, construction observation, project closeout, and warranty review.
- Provide input representing the owner’s interest during the design phases.
- Review and approve building materials and systems components.
- Oversee the advertisement for bids, bid opening, and construction contract award.
- Review and approve changes during construction and approve design and construction invoices for completed work.
- Strive to complete assigned projects within established budgets, identified schedules, and project parameters.
- Keep clients informed of capital projects, energy projects, planning efforts, and environmental or code issues.
- Participate in Strategic Facilities Planning and act as a professional and a technical resource in areas such as design, construction, space use, emergency management, sustainability, land use, zoning, and environmental issues.
- Bachelor’s degree in architecture, Engineering, Construction Management, or a closely related field. A suitable combination of training and experience may be substituted for the degree requirement.
- Four years of work experience managing design and/or construction projects.
OR Equivalent education/experience
Preferred Qualifications- Registration as an Architect or Engineer in Washington State.
- Strong project and capital planning expertise, with the ability to manage multiple full‑lifecycle public‑sector projects.
- Proven leadership and judgment, including the ability to build and guide diverse teams.
