Position: Surface Warfare Analyst with Security Clearance
Position Description & Qualifications A high profile and challenging project supporting the US Navy. NAVSEA is changing the face of Navy training across the fleet. The PMS 339 Surface Training Systems (STS) Program Office is the OPNAV single point of contact for strategic program planning, policy, acquisition, life-cycle management, research and development, and technical insertion into all existing and future Navy Surface Training Systems.

Experienced Surface Warfare Analyst (SWA) sought to support PMS 339 in managing the Surface Training and Readiness Management System (STRMS) that enables collection and analysis of data supporting training effectiveness throughout the Fleet. The TA's primary function will be in support to NAVSEA Acquisition Program Management functions. The work from home status for this position is to match the Government customer's need to work in the office in Norfolk, VA on an as needed basis.

Therefore, flexibility to a hybrid work schedule is required. In this role, you will:
* Support PMS 339 STRMS acquisition strategy planning
* Support PMS 339 assessment of emerging STRMS requirements
* Support PMS 339 STRMS contract services management
* Support PMS 339 STRMS contract execution tracking
* Support Senior TYCOM Staff in implementing viable surface force training automated decision support system
* Support development of a Training and Readiness Management System Application that supports management and collection of Kirkpatrick level three training data training effectiveness data and automated ROI Assessment
* Assist in the integration of innovative technology, design concepts, and systems to improve sharing, collection, and analysis of data with Career Training Continuum program requirements
* Support development and execution of overall STRMS objectives to ensure the project is
* completed on schedule and within budget. Establishes and monitors standards for the
* quality of programs and documents. Assists in the resolution of project and program
* priorities. Assures quality control throughout all contract activities
* Support weekly meetings on the development of the STRMS project and waterfront engagement for implementation on Surface ships. To be successful in this role, you must have:
* An Active Secret Level Clearance.
* An Associates degree (years of experience in lieu of degree).
* 5+ years' experience with surface ship training and certification process at TYCOM, Strike Group or Training Command.
* Surface Navy experience.
* Must have shipboard operational experience as a Surface Warfare Officer or Senior Enlisted managing ships routine including training, operations, maintenance, and repair at a senior level (t ask Group/Squadron, CSG/ESG Warfare Commander Senior Staff, or Surface Ship Department Head).
* Expert level Manpower & Training (MPT) field and experience with ATG/EAP/EAA/SWCT communities.
* Flexibility with travel up to 10%. Additional desired experience and skills:
* Bachelor's Degree.
* Experience with commercial or military enterprise program management.
* Experience with contracting functions as applicable to commercial or military enterprise programs
* Knowledge of effective leadership of cross functional teams and how to improve cross functional business processes.
* Ability to conduct workshops and control meetings that identify and prioritize process improvement opportunities.
* Experience with requirements development and analysis of alternatives in Navy environment.
* Working knowledge of military shipboard systems operations, and tactics.
* Experience with configuration management and control as it relates to training processes.
* Experience in the analysis of individual, sub-team, team and/or unit level performance data.
* Experience with Microsoft Office Suite of Program tools.
* Briefing experience with an in-depth comprehension of development of briefs for senior flag, coalition, and congressional level audience.
